Job Summary

Perform the duties and assume the role of the NAVY AFLOAT SUPPORT FLOTILLA HEALTH, SAFETY and ENVIRONMENT OFFICER. The key role of the NAVY AFLOAT HEALTH SAFETY and ENVIRONMENT OFFICER is to be responsible for ensuring that the RFA Health, Safety and Environmental Policy is produced, implemented and maintained throughout the RFA service ensuring compliance with the International Safety Management (ISM) Code and the RFA Safety Management Code. Travel is a part of this role. This position is advertised at 37 hours per week.

Job Description

  • Ensuring that the Health, Safety and Environmental Policy is implemented and maintained throughout the RFA Service.
  • Chair the AFLOAT SUPPORT/RFA HQ HSE Quarterly meeting providing minutes to Commodore Royal Fleet Auxiliary and RFA Vessels.
  • Producing, recording, analysing and presenting evidence-based data and guidance to Commodore Royal Fleet Auxiliary on matters relating to Health, Safety and Environment.
  • Conducting annual comprehensive Health and Safety advisory visits on operational RFA Vessels to support Commodore Royal Fleet Auxiliary Health, Safety and Environment policies providing the CO and Accountable person with a written report on completion.
  • Investigating all incidents with a severity rating of Serious and above, including taking witness statements from any injured parties after the event to provide comprehensive recommendations to the Accountable Person to provide necessary changes and actions to prevent re-occurrence, including providing feedback/LfE to RFA vessels.
  • Attending and contributing to HSE meetings both within and outside the MOD, and on behalf of the Royal Fleet Auxiliary.
  • Plan and run an annual mass casualty and response exercise involving key internal/external stakeholders.
  • Undertake appropriate line management responsibilities of NAVY AFSUP-CSO HSE SO3 post.

Person specification

We are looking for a highly motivated, self-starting individual who has:

  • Relevant experience of Health, Safety and Environment role in a Maritime/Shipping organisation/environment.
  • Relevant experience of undertaking post incident investigations and producing a report and necessary changes/actions to prevent re-occurrence.
  • Understanding of the International Safety Management (ISM) Code.

And who has:

  • Minimum of NEBOSH Level 6 National Diploma for Occupational Health and Safety Management Professionals or equivalent.
  • Membership of a relevant professional body (IOSH) or working towards it.

Licences

  • Driving Licence.

Professional qualifications can be achieved through an apprenticeship and range from Level 2 (equivalent to 5 GCSEs), Level 3 (equivalent to 2 A Levels), and Levels 4 -7, which can give you a foundation degree, a full Bachelor’s degree, or a Master’s degree. Apprenticeships normally last between 12 months - 3 years, depending on the level of the apprenticeship. Anyone can undertake an Apprenticeship and everyone, regardless of age, can benefit from developing their skills in an accredited way. Successful candidates can discuss their development options with their manager when in post.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
