We work on behalf of the five Football Associations and in partnership with governments, host cities, stadiums and delivery partners to plan and deliver the tournament safely, inclusively and to world‑class standards.

UEFA EURO is one of the world’s largest sporting events. In 2028, it will be hosted across multiple cities in the UK & Ireland, requiring large‑scale coordination across transport, infrastructure, stadiums and public services. UEFA owns the tournament and sets requirements; UK & Ireland 2028 Limited is responsible for delivering it locally.
The Role
Work with the Stadium Safety and Security team in shaping and delivering venue‑specific safety plans for UEFA EURO 2028, working closely with Host Stadiums to co‑develop operational plans and tournament deliverables. Contribute to the creation of tournament‑wide safety protocols that reflect local legislation & guidance, as well as UEFA’s tournament requirements & regulations and deliver according to the broader expectations of key stakeholders.
What you’ll be doing
- Lead the day‑to‑day central planning for Safety Operations across specific EURO 2028 venues, acting as the internal expert on a cluster of venues, in regard to tournament safety requirements.
- Support Host Venues in developing tailored operational safety plans aligned with the overarching Safety and Security Concept, ensuring clarity in how each venue will deliver its responsibilities.
- Maintain regular communication with UEFA and other key stakeholders to deliver a coordinated approach to Safety planning, ensuring requirements are carried forward to the venues for consideration in the tournament planning.
- Oversee resource planning for stewarding and private security, including requirement analysis, budget updates, and the design of tournament‑specific training programmes.
- Contribute to the monitoring and management of the wider stadium Safety and Security budget.
- Provide structured reporting to senior management on planning progress, highlighting risks, dependencies, and mitigation strategies across all venues.
- Act as a key stakeholder in the development and delivery of Outer Security Perimeters, offering expert input to the development of the project and ensuring the plans are delivered according to national guidance and legislation.
- Collaborate on the planning of Zone Ex, Tournament Mobility, and Host City deliverables, ensuring safety operations are integrated across all layers of the event experience.

- Holder or working towards NVQ Level 4 in Spectator Safety, or equivalent.
- Experience in planning major events, ideally multi‑site events.
- Track record in successful stakeholder engagement.
- Extensive experience in stewarding resource planning and budgeting.
- Strong understanding of safety legislation and relevant guidance.
