UK & Ireland 2028 Limited is the local organising committee responsible for planning and delivering UEFA EURO 2028 across the UK & Ireland. Working on behalf of the five Football Associations, we collaborate closely with governments, host cities, stadiums and delivery partners to ensure the tournament is delivered safely, inclusively and to world-class standards.

The UEFA European Championship is one of the world’s biggest sporting events. In 2028, it will take place across the UK & Ireland, bringing significant operational scale and requiring close coordination between host cities, stadiums, government partners and UEFA.
The Role
The Head of Workforce Security and Compliance is a senior leadership position within the Safety and Security function for Euro 2028, reporting directly to the Director of Safety and Security. As one of three workstream leads, this role is responsible for the strategic planning, oversight, and delivery of all workforce-focused security and compliance functions for the tournament.
What you’ll be doing
- Private Contract Safety & Security Planning – responsible for the planning, procurement, and deployment of the tournament’s safety and security personnel across all venues, ensuring operational staffing needs are fully met and aligned with security objectives.
- Trusted Workforce Program, Training & Communications – responsible for the broader workforce, overseeing vetting, safeguarding, training, and security-conscious communications to ensure a fully compliant, informed, and security-aware workforce across the entire event.
The Head of Workforce Security and Compliance ensures that both workstreams are effectively coordinated, strategically aligned, and rigorously implemented. The role develops policies, operational frameworks, and workforce strategies that mitigate risk, enhance security outcomes, and deliver a robust, reliable, and compliant workforce, maintaining the highest standards of safety and security for all stakeholders.
What we’re looking for
- Extensive experience in senior security leadership, ideally in large-scale international events, complex organisations, or critical infrastructure.
- Proven track record in workforce planning, workforce security management and security training.
- Experience in procurement and delivery of significant security contracts.
- Experience managing cross-functional teams and multiple security programs simultaneously.
- Strong leadership, strategic thinking, and decision-making capabilities.
- Proficiency in workforce modelling, resource planning, and operational security frameworks.
- Experienced in trusted workforce programme development through risk-based analysis.
- Excellent communication and stakeholder management skills.
- Problem solver – ability to use own initiative to find new solutions and methods of working.

Where is the role based?
Our head office is based at the iconic Wembley Stadium in London, however, depending on your role, you may be required to travel across the UK and Ireland to our 9 Stadiums and 8 Host Cities, with some roles being based in those locations. Because we are an event delivery organisation, time together in person is essential for effective planning and collaboration. In 2026, most colleagues work at least three days a week from Wembley. In 2027, this will increase to 3–4 days a week as operations intensify. In 2028, during tournament delivery, full-time onsite working will be required.
