Cerberus is the Home Office’s strategic targeting capability for identifying, investigating and acting on risk at the border. The programme is entering a critical phase, with major delivery milestones over the next six months that will support the safe transition of operational users and establish Cerberus as the primary Air Passenger targeting platform.

At the same time, there is a significant opportunity to shape what comes next. The programme is looking at how AI, automation and better use of data can improve the speed, quality and effectiveness of targeting and deliver stronger outcomes for Home Office Intelligence.

As Senior Outcome Technology Delivery Manager, you will play a central role in making that happen.

You will lead delivery across multidisciplinary teams and a complex network of operational, digital, data and supplier dependencies. You will bring clarity to delivery, turn plans into coordinated action, make progress, risks and dependencies visible, and keep teams focused on the outcomes that matter most.

Working closely with colleagues across product, engineering, architecture, testing, analysis, service, commercial and programme delivery, you will help create a single, honest view of progress and bring people together to resolve challenges quickly and effectively.

This is a role for someone who brings calm control, sound judgement and positive energy to complex delivery. You will be comfortable getting into the detail, challenging assumptions, adapting the approach when needed and creating the conditions for user-focused delivery.

It is a rare opportunity to help deliver a critical operational transition while also influencing the future of intelligence-led targeting across the Home Office.

What you will do

  • Coordinate delivery of technology outcomes across multiple teams, creating and maintaining realistic plans and keeping delivery on track within quality, cost, and time constraints. Remove blockers to success, managing stakeholders and engaging with governance as appropriate.
  • Develop motivated, functioning teams, empowering collaboration and delivery while giving direction and constructive feedback. Monitor the profile and health of teams and work with them to resolve issues.
  • Help teams to understand, prepare for and engage with governance, and monitor the completion of actions required following governance decisions.
  • Ensure that risks are identified, and their impact and probability are understood. Ensure risks are mitigated, involving specialists where necessary.
  • Identify and understand stakeholder groups and their needs. Develop stakeholder engagement strategies and plans and lead teams in executing them.
  • Act as a routine contact point for suppliers involved in delivery. Monitor supplier performance and help to resolve problems with suppliers.

What you will bring

  • Facilitating the delivery of complex technology products and services throughout their lifecycle.
  • Bringing people together into motivated, collaborative teams, identifying and rectifying issues in the team dynamic.
  • Engaging effectively and efficiently with governance processes.
  • Identifying, prioritising and managing risks, issues and dependencies.
  • Leading teams in understanding and communicating with technical and non-technical stakeholders, managing stakeholder expectations, resolving issues and improving relationships.
  • Monitoring the performance of suppliers and acting as a point of contact with them.
