As a Principal Quality Assurance and Testing (QAT) Delivery Owner for the Emergency Services Mobile Communication Programme (ESMCP), you will play a pivotal role in setting the direction for quality across a complex, high-profile programme. You will oversee QAT delivery, manage risks and issues, and embed robust quality assurance and testing approaches by default across development and delivery. Providing technical leadership, advice and assurance, you will support and guide others within the QAT community while working closely with senior delivery partners to drive continuous improvement and successful outcomes. Working across multiple complex teams, you will champion quality values and outcomes across the organisation. Home Office Digital designs, builds and operates critical services that support millions of users every year, from visa and passport applications to border crossings and national policing checks, giving this role a unique opportunity to influence quality at truly national scale. Frequent travel expected to Croydon, Bristol, Winchester, Marlow and user sites across the UK.
What you will do
- Setting the Organisational level strategy for the initiation, delivery and development of QAT solutions in the ESMCP Programme.
- Working in collaboration with senior delivery partners in QAT, Home Office Digital Profession and more broadly across the organisation or wider industry, to ensure that effective and efficient QAT capabilities are developed and fully integrated into the software development process for ESMCP.
- Establishing and maintaining effective commercial partnerships, working with a diverse range of specialist QAT service providers to build multi-disciplined teams to support success of delivery.
- Aligning and adhering to Quality, Standards and Assurance Governance models set in Home Office Digital.
- Ensuring strong technical assurance across the board, maintaining and reporting on governance for Risk and other related activities.
- Providing technical advice and assurance on the wider application of QAT solutions in ECMCP, influencing the effectiveness and delivery of quality practices throughout the organisation.
- Leading QAT teams throughout the delivery process through the influential provision of technical leadership and guidance.
- Working with business stakeholders, understanding their needs and translating them into a QAT approach.
- Identifying and driving forward the development QAT capabilities within the QAT organisation, including continuous professional development and exploitation of new and emerging industry leading technologies.
What you will bring (Essential Skills)
- Defining QAT strategies at department or organisational level, aligning to business goals and delivery approach (including within modern continuous integration/release and Agile environments).
- Setting the strategy on independent test assurance and review activities across the programme including thoroughly evaluating assurance controls using metrics to continually improve assurance and product quality.
- Developing and overseeing a culture of quality management and quality first.
- Translating strategies into practical, risk‑based plans, including test and assurance activities across the delivery lifecycle including testing of the mobile network and at User Organisation sites.
- Ensuring critical activities including automation, performance, security, accessibility and acceptance are embedded within the QAT/development approach.
- Co‑ordinating technical dependencies, schedules, and cost/resource profiles of QAT resources as well as aligning to Governance standards and processes.
- Working at senior leadership level, establishing and maintaining extensive stakeholder networks and actively engaging other senior leaders to communicate and agree complex strategies and technical plans.
- Designing building, deploying and improving QAT capabilities (people, process and technology) which support the implementation of QA, Testing and Software Development strategies.
- Working in a highly technical environment, requiring a broad large range of complex secure and time critical internal and external integration, ensuring the deployment of a broad range of tools and test environment options including open source technologies, automation frameworks and modern platforms.
