Salary: £46,062 (£50,182 for London roles) plus skills allowance of up to £8,300

Home Office Digital designs, builds and develops services for the rest of the department and for government. Every year our systems support up to 3 million visa applications, checks on 100 million border crossings, up to 8 million passport applications and deliver 140 million police checks on people, vehicles and property.

As a Senior Change Manager, you will play a leading role in the management of IT related Change to Services within Policing as part of the National Law Enforcement Data Portfolio (NLEDP). You will manage raised Changes into production, as implemented by Business Portfolios, Suppliers, Transition, Project Managers and other stakeholders across the Home Office.

You will need to work flexibly to manage Changes. These may be scheduled, or result from an Incident or urgent requirement, and require rigorous assessment following industry best practice. You will have strong analytical, communication and stakeholder management skills as well as an ability to prioritise and implement decisions quickly.

As a Senior Change Manager your main day to day responsibilities will be:

  • Reviewing and prioritising changes and communicating the potential impacts clearly, ensuring adequate testing of changes in order to minimise change related service outages and ensure the impact is truly understood.
  • Meticulously validating and assessing the risk and impact of all changes, with a focus on complex changes, ensuring correct stakeholders are identified and engaged to ensure the integrity of the services provided and with documented instructions and back out plans, in place.
  • Liaising with Incident Management for potential complex Emergency changes, joining technical bridge calls when required and administering the Emergency Change process.
  • Assisting in developing policies, processes and procedures in line with best practice to deliver quality services.
  • Investigating non-compliance of the Change assurance policies and processes, intervening and chairing discussions where appropriate to improve adherence by all stakeholders.
  • Establishing and maintaining strong relationships with Service, Architecture, Integration and Design, Service Management, other identified stakeholders and third-party suppliers to ensure that Change Management KPIs are met and a high quality of service is provided.
  • Proactively improving stakeholder understanding of the change process, identifying areas of improvement in operational practices and ensuring lessons learned are captured and used, attending relevant forums and boards and participating in Post Implementation Reviews.

The successful candidate will also be required to cover future services that form part of NLEDP in the integrated Service Model.

Essential skills

You’ll have a demonstrable passion for Change Management of a service, with the following skills or experience:

  • Designing, owning and maintaining the process and procedures and proactive development of change management documentation.
  • Performing a similar role within the Civil Service or at other organisations with experience of developing and adhering to ITIL v3 / v4 service management processes and procedures.
  • Strong communication and interpersonal skills, with a proven ability to communicate effectively and professionally.
  • Ability to lead and work as part of a team and to engage effectively with suppliers and customers.
  • Excellent analytical and problem-solving skills.
  • Strong sense of ownership and drive to follow tasks through to completion.
