This role provides senior, strategic delivery leadership across Enterprise Services (ES), acting on behalf of, and in support of, the Deputy Director for Delivery. The postholder is accountable for providing portfolio level leadership and assurance, ensuring delivery activity across ES is prioritised, governed and assured at scale.
As delivery across ES continues to grow in size, complexity and risk, the role brings dedicated cross-cutting leadership to strengthen portfolio wide oversight, coordination and assurance. The focus is on portfolio leadership rather than individual programme management, setting direction and embedding consistent expectations across a diverse and evolving delivery landscape.
The postholder will operate with significant autonomy, working across organisational boundaries to define expectations, establish proportionate portfolio disciplines and influence senior stakeholders. This includes shaping portfolio level governance, supporting prioritisation and sequencing across ES, and improving visibility of delivery progress, dependencies and risk to support effective strategic decision making.
As Enterprise Services delivery matures, effective leadership is essential to ensure consistency, coherence and confidence across the delivery landscape. This role provides that leadership by strengthening portfolio oversight, reducing fragmentation, and enabling clear, joined up ways of working that support sustainable delivery at scale.
Overall, the role is central to the strategic evolution of Enterprise Services, supporting the transition from a collection of individual programmes to a mature, well managed delivery portfolio, and enabling clear, confident senior oversight for the Deputy Director for Delivery.
Where business needs allow, some roles may be suitable for a combination of office and home-based working. Where this is the case, employees will be expected to spend a minimum of 60% of their working time in the office.
What You’ll Do:
- Provide portfolio‑level delivery leadership across ES, ensuring coherent oversight, coordination, prioritisation and sequencing of technology delivery across multiple teams.
- Establish and embed proportionate portfolio disciplines, including governance, reporting, delivery cadence and assurance, aligned to the maturity and risk profile of different areas and enabling effective decision‑making.
- Maintain clear visibility of delivery progress, plans, dependencies, risks and issues, ensuring realistic portfolio plans are in place and that mitigations are owned, tracked and surfaced early, with options and trade‑offs clearly articulated.
- Build strong, trusted stakeholder relationships across ES and beyond, identifying stakeholder needs and ensuring communication is regular, accurate, useful and supports informed governance and delivery confidence.
- Create the conditions for joined‑up, effective delivery, enabling cross‑team collaboration around shared goals, monitoring team interfaces, resolving issues, and supporting and coaching delivery leads to improve consistency and ways of working.
- Work proactively with suppliers and delivery partners, monitoring performance, resolving issues collaboratively, integrating third‑party activity into portfolio plans, and contributing to wider Home Office Technology Delivery capability and community.
Essential skills:
- Experience leading delivery across multiple teams and delivery approaches (Agile and Waterfall), selecting and applying what works best for the context.
- Strong portfolio‑ or programme‑level planning and governance capability, with clear control of risks, issues and dependencies to maintain delivery confidence.
- Excellent stakeholder management skills, with the ability to communicate clearly, influence effectively and manage expectations across technical and non‑technical audiences.
- Proven ability to drive joined‑up delivery across organisational boundaries, bringing teams together around common goals and identifying and fixing gaps at team interfaces.
- Experience working with suppliers and partners, including monitoring performance, resolving issues and integrating third‑party delivery into overall plans.
- Facilitation of end‑to‑end delivery of technology products and services, across their lifecycle and multiple teams, underpinned by a recognised delivery qualification (e.g., Scrum, SAFe, PRINCE2).
