Deputy Director, Senior Finance Business Partners - Asylum Group and Immigration & Citizenship Service (ICS)
This is a critical Business Partner role which supports both the Asylum and Immigration & Citizenship Service (ICS) Director General areas.
Asylum is one of the most high-profile areas of Government and the role encompasses oversight of the c£4bn budget and assisting the Director General with key objectives of the Government such as ending the use of hotels as asylum accommodation. ICS encompasses visas and passport services as well as refugee resettlement.
You will lead a team of finance professionals and work closely with policy, operational and analytical colleagues to support fiscal events and manage relationships with key stakeholders including HM Treasury and the National Audit Office. You will provide strategic financial advice and challenge to senior leaders, ensuring that funding decisions are evidence-based, value for money, and aligned with departmental priorities
Deputy Director, Senior Finance Business Partner for Migration & Borders
This role is part of the Strategic FD portfolio which delivers strategic finance and finance business partner services for the missions and capability business areas across the Home Office. This role will be the senior finance support to the whole of the Migration & Borders system, and you will be a key member of M&B leadership.
You will be directly supporting two Directors General (Migration and Borders Group and the Border Security Commander) as well as the Second Permanent Secretary who oversees the M&B system. You will also be working very closely with the finance teams supporting Border Force, Immigration Enforcement, Asylum and Immigration & Citizenship Service. Key areas of focus will include the policy and operational approach to tackling irregular migration as well as how we transform the M&B system, including oversight of the M&B change portfolio.
You will lead a team of finance professionals and work closely with policy, operational and analytical colleagues to support fiscal events and manage relationships with key stakeholders including HM Treasury and the National Audit Office. You will provide strategic financial advice and challenge to senior leaders, ensuring that funding decisions are evidence-based, value for money, and aligned with departmental priorities.
The successful candidate will need to demonstrate:
- Leadership - substantial experience of leading, motivating and developing a diverse team of finance professionals, developing a spirit of teamwork across functional and organisational boundaries to deliver an effective and efficient service, with specific experience of driving and improving performance
- Strategic influence – a strategic thinker with the ability to anticipate risks, identify opportunities, and drive organisational change. Experience of influencing management at board level with strong analytical skills and the ability to communicate complex positions clearly and compellingly within a complex, politically influenced environment
- Financial control – experience of financial control in a large organisation with the ability to operate effectively in an environment of complexity and ambiguity. Experience of working with Ministers or board-level executives within a highly complex and politically sensitive environment.
- CCAB, CIMA or equivalent qualified accountant with a substantial track record of success in a senior finance leadership role in a fastmoving finance area in a highly complex organisation. This should include a highly effective track record of interpreting financial information to help shape and influence organisational strategy.
