Delivery Manager in London

As a Delivery Manager in the UKHSA Communications and End User Services team, you will be bringing your passion and considerable experience of Agile development approaches to bear to ensure our products and services are delivered in a consistent and effective fashion. This includes supporting delivery across underlying technical platforms and services, ensuring alignment between delivery outcomes and operational service performance. You will be responsible for promoting and supporting Agile working practices as defined in, among other places, the Government Service Standard, Scrum Guide and Digital Products & Services Handbook. You will be an ambassador for Agile approaches within the Chief Data Office division and the wider organisation.

Reporting to the Team Manager: Communications and End User Services, you will build and maintain teams ensuring they are motivated, collaborating and working well, and encourage and facilitate continuous improvement of the delivery team. You will focus on removing delivery and technical impediments to the rapid delivery of deployable products and services, and work with stakeholders to define and manage a sustainable backlog of work. The Delivery Manager will actively build and promote an Agile approach and environment, using Agile tools and methodology to ensure the successful delivery of multiple outcomes via multi-disciplinary delivery and technical teams.

Your responsibilities will include:

• Being an advocate of the Technology strategy, Automation and our Target Operating Model.
• Oversee and coordinate the flow of work using Agile tooling (e.g. Kanban, JIRA), including facilitating task allocation, managing workloads, and balancing team capacity.
• Identify and manage dependencies across systems, platforms, and teams, ensuring delivery is coordinated across interconnected services.
• Actively monitor and engage with live service activity (e.g. incidents, requests, and changes), using service management tooling to ensure delivery priorities align with operational demand.
• Helping team members understand Agile practices, rules and values; acting as the servant leader to the Agile team, assisting them in delivering high value products.
• Manage the delivery of products and services that add value through different phases of the life cycle, with some support.
• Ensure the product or service is developed in line with the appropriate service standards for a phase.
• Mentoring the team in self-organisation and cross-functionality; remove delivery and technical impediments, acting as an escalation point for issues that cannot be resolved within the team.
• Establishing a feedback loop from the team to the senior management to ensure the team, and individuals within the team, are kept motivated and the offerings improved.
• Establishing and maintaining a dashboard so that velocity and progress can be reported and improved upon.
• Facilitating Agile ceremonies.
• Working with Subject Matter Experts (SMEs) to provide regular updates on progress, addressing any concerns or issues.

Essential criteria:

• Significant experience as a Delivery Manager/Senior Delivery Manager/Scrum Master.
• Planning skills; able to understand and act upon the prioritisation criteria to enable forward planning of Development Sprints, as well as re planning activities for urgent time sensitive changes.
• Interpersonal skills able to communicate the progress and blockers to senior stakeholders.
• Relationship management experience in maintaining relationships to get the best out of Agile teams.
• Experienced in problem ownership, able to lead a problem through to its resolution.
• Highly motivated and resilient.
• Experience working within or alongside technical/platform teams (e.g. DevOps, infrastructure, or end user services).
• Understanding of how digital services operate in live environments, including incident, change, and request processes.

Desirable criteria:

• Experience of Government Service Standard for digital products and services, including service assessments.
• Experience of delivering digital products across the lifecycle.
• Scrum Master experience working with Agile teams.
• Experience of using JIRA or similar applications.
• Experience of working across multiple Agile teams.
• Experience of delivering with technical teams, with awareness of platforms such as cloud services, identity, collaboration tools, or end user computing.
