Job Overview

We are seeking a Project Manager to join our Cyber Security team within the Data and Cyber Security directorate at UKHSA. This role sits at the heart of delivering secure, business-critical services and will play a key part in enabling organisational change across the wider UKHSA. You will act as a bridge between the Cyber Security team and business units, ensuring that changes are effectively understood, adopted, and embedded. A strong focus on secure-by-design principle(s) and compliance frameworks will underpin your work, helping to ensure cyber resilience is integrated into business operations.

Working in a fast-paced environment, you will need to be comfortable navigating ambiguity, collaborating with stakeholders to define target states, and supporting the delivery of clear, actionable transition plans. You will champion agile ways of working, drive continuous improvement, and ensure projects deliver meaningful outcomes for service users.

Main Duties

  • Lead project delivery to ensure outcomes are achieved within agreed time, cost, and quality constraints.
  • Develop and maintain project plans, applying appropriate delivery methodologies (including agile approaches).
  • Oversee project governance, reporting, and stakeholder engagement.
  • Support the development of business cases and track delivery against agreed benefits.
  • Manage project risks, issues, and dependencies, ensuring appropriate mitigation and escalation.
  • Monitor project budgets and resource allocation.
  • Ensure effective change control processes are in place and maintained.
  • Translate complex technical concepts into clear, business-focused communication.

Key Responsibilities

  • Manage the end-to-end delivery of assigned projects, including coordination of project teams.
  • Build strong, collaborative relationships with stakeholders across UKHSA and other government departments.
  • Ensure cyber services are effectively integrated into business operations.
  • Identify, track, and support the realisation of project benefits.
  • Provide regular reporting to enable effective governance and decision-making.
  • Support project assurance activities including audits and gateway reviews.
  • Contribute to a culture of continuous improvement and high performance.
  • Actively participate in the UKHSA Project Delivery Profession Community.

Experience of working in a large or medium complexity project team or work stream lead for a small low complex project with working knowledge of project delivery methodologies and frameworks in a security or Cyber environment.

Working knowledge of planning, scheduling, budget management, resource management, risk and issue management and quality management in a project or programme environment or appropriate skills that have been gathered in a non-project environment.

Working knowledge of governance, assurance, requirements management and change control in a project or programme environment or appropriate skills that have been gathered in a non-project environment.

Awareness of business case development, commercial and procurement processes, and asset allocation.

Ability to work independently in a fast-paced environment with multiple tasks.

Strong interpersonal skills with the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries with the ability to influence and challenge effectively.

Strong capability in using Microsoft Office applications, specifically Outlook, Word, Excel, and PowerPoint.

Additional Information

This role is aligned to the Project Delivery Capability Framework (PDCF) – Project Manager 2. You will be supported in working towards Government Project Delivery Accreditation if not already achieved. UKHSA operates a flexible working environment, and you may collaborate with colleagues across multiple locations and remote settings.
