We are looking for a Transformation Manager to join the Science Transformation and Group Business Management Division Transforming Science Together Programme which is within the CSO group.
The team responsibilities are:
- Define short, medium, and long-term priorities for transformation workstreams, and drive development of high-quality products and processes and the adoption of these across the agency's user groups.
- Lead and manage packages of delivery which may consist of undertaking analysis, facilitating, or leading solution design, co-ordinating operational delivery providing oversight of core operational activities across the group.
- Manage and oversee development stages of transformation workstreams, managing risk effectively and taking responsibility for unblocking issues to drive progress.
- Develop and maintain effective monitoring mechanisms to ensure robust performance management of transformation activities and provide regular progress reports where required.
- Identify key stakeholders, internal and external, and effectively manage these relationships.
- Identify and monitor product delivery risks and issues, developing mitigating actions, and escalating as appropriate.
Main duties of the job:
- Lead the day-to-day running of project(s) and change initiatives, with ownership and accountability for delivering agreed outcomes within time, cost, and quality constraints.
- Provide effective leadership and line management to the project team.
- Develop and maintain project plans, setting project controls, managing performance and report progress to sponsors.
- Design the project structure and organisation appropriate to the stage, effectively managing the transition between phases.
- Support development of the business case, seeking input from specialists as necessary.
- Take accountability for tracking budget and spend.
- Support the delivery of the agreed business case benefits and outcomes.
- Identify key stakeholders, internal and external, and effectively manage these relationships.
- Identify and monitor project risks and issues. Develop mitigating actions, escalating as appropriate.
- Identify and work with related projects to manage interdependencies.
- Support effective governance and decision making.
- Provide project reports, engaging in processes that hold you accountable for delivery.
- Engage with assurance reviews and support recommended action.
- Co-ordinate project assurance processes and gateway reviews.
- Set up effective change management processes, including documenting agreed changes to the project deliverables.

Experience of successfully managing several low or medium complexity projects covering planning, scheduling, budget management, resource management, risk and issue management.
Detailed knowledge and experience of change management and product/service introduction including governance, assurance, planning, requirements management and change control.
Working knowledge of business case development, benefits management, and commercial and procurement processes.
A visible leader with experience of promoting diversity, inclusion and equality of opportunity, respecting differences.
Strong interpersonal skills, with the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries.
Excellent communication skills demonstrated through the ability to influence and challenge effectively at a senior level.
Ability to work well under pressure, with multiple tasks, in a fast-changing and ambiguous environment, with a keen attention to detail.
Location: This role is being offered as hybrid working based at any of our Core HQs in either Birmingham, Leeds, Liverpool, London (Canary Wharf). We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow.
Eligibility Criteria: Open to all external applicants (anyone) from outside the Civil Service (including by definition internal applicants).
Security Clearance Level Requirement: Successful candidates must pass a disclosure and barring security check. The level of security needed is Basic Personnel Security Standard clearance.
Salary guides: If you are successful at interview, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary.
Pay increases are through the relevant annual pay award for the role and terms.
