The King’s Harbour Master (KHM) Portsmouth is the de facto harbour authority for the Dockyard Port of Portsmouth, responsible for the safe and effective operation of the port primarily for the benefit of the Ministry of Defence. As part of this, KHM is responsible for oversight of the elements of the Defence Marine Services contract delivered in Portsmouth. These services include the provision of towage, passenger transfer services, together with a range of afloat logistic and vessel support services such as delivery of fuels and other liquids and tank cleaning.

This position is advertised at 37 hours per week.The post working pattern is office hours but there may be a requirement from time to time to work unusual hours and part of a roster pattern.

Job description:His Majesty’s Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194. It is home to almost two-thirds of the Royal Navy’s surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.

The Port Operations Manager (POM) role is responsible, alongside the Chief Admiralty Pilot (CAP) to KHM for the planning, safe movement and berthing arrangements of vessels within the Dockyard Port of Portsmouth.

POM duties include management responsibility of KHM’s Vessel Traffic Service (Portsmouth VTS) and KHM’s movements teamincompliance with all maritime legislation, the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) recommendations and the Ports & Marine Facilities Safety code.

The post holder will be KHM’s advisor and lead for Vessel Traffic Service (VTS) activity providing professional advice and input as required at both internal and external meetings.

1. To represent the VTS and Movements teams as Head of Profession within the Dockyard Port of Portsmouth.
2. To manage the VTS provision. Including duty rosters, training, assessment and performance,
3. To manage VTS systems and equipment.
4. To complete annual compliance audit checks of VTS operations.
5. To brief and advise UK and foreign warship port users on the local VTS requirements.
6. To advise KHM on all matters of VTS activity within the dockyard Port of Portsmouth.
7. To undertake VTS watches, as required, sufficient to maintain C0-103 proficiency.
8. To provide senior oversight to KHM on all matters of VTS policy.
9. To manage the movements team.
10. To approve the vessel movement and berthing programmes including oversight of the compilation of medium to long term vessel movements programme and the production of short-term forecasts.
11. To deputise for KHM at appropriate meetings and forums.
12. To undertake other reasonable tasking as required by KHM.

Person Specification: The successful post holder will be comfortable communicating and engaging with a wide audience base including senior civil servant and military officers both within Navy Command and across the MOD. The post holder will understand the importance of exploring different styles and methods of communication and adapting to meet the needs of stakeholder management. The post holder will work across team boundaries and MOD organisational structures.
The post requires knowledge of the port marine industry, together with a working knowledge of the operational and logistic requirements of the Royal Navy. Knowledge of how the interface between commercial maritime organisations and the MOD works would be beneficial.
The role is Portsmouth based, but there may be occasional requirements to travel to other locations in the UK, and even overseas. Therefore, the successful candidate must hold or be willing to obtain a valid UK passport.
It would also be desirable for the successful candidate to have a Full UK Driving Licence.Applicants must be able to apply previous knowledge of the marine industry to support the work undertaken.

ESSENTIAL QUALIFICATIONS – Applicants are expected to hold these prior to applying for the role.

• IALA CO-103/2 (VTS Supervisor) Certificate or STCW II/2 / RN STCW II/2
• GMDSS Restricted Operators Certificate or Long-Range Certificate.
Desirable qualifications:
• MCA recognised Oil Spill Response/Management training
• Experience of ship operations
• VTS experience and
• A recognised Harbour Master qualification (e.g. UKHMA Certificate of Competency or Lloyds Maritime Harbour Master Diploma).

Salary – £44,590 – This role attracts an additional Port Safety Market Skills Supplement of £7500. A Civil Service Pension with an employer contribution of 28.97%
