The Role

To develop, establish and implement strategies and policies for air traffic flow and capacity management (ATFCM) within UK airspace in accordance with Ministerial Directions to the CAA and appropriate UK/EU legislation and to ensure that such policies are in accordance with national and, where appropriate, international regulations, conventions and safety management principles. Contribute to the CAA strategy and act as Project Officer in respect of the implementation of the CAA Airspace Modernisation strategy with respect to air traffic flow and capacity management and related air traffic control tools. Provide technical expertise, guidance and contributions to the development of future operational concepts. Oversee the operational application of UK air traffic flow and capacity management policy in accordance with appropriate national legislation and provide expert advice and guidance to air navigation service providers and airspace users to enable them to comply with regulatory requirements affecting flights in UK airspace. Attend when required international and national meetings, including ICAO and EUROCONTROL groups representing SARG or in support of UK delegations. Prepare discussion or working papers as necessary to provide senior management attending such meetings with the necessary information for strategic planning and decision making. Responsible for rule making activities to implement international or regional standards Conduct analysis to support the UK air traffic flow and capacity functions. Oversee the overall performance of the UK air traffic flow and capacity function. Support CAA colleagues operating in the navigation functions when required. Collaborate with external partners to stay update on technological development or best practices and share them within the CAA to develop internal knowledge stemming from ICAO European regulation, Eurocontrol or other international programmes. To undertake additional tasks as allocated by Manager Airspace Regulation.

Core Accountabilities Airspace Regulator responsibilities include:

• Provide advice and guidance to airspace users on in UK airspace.
• Manage as required national implementation of air traffic flow and capacity management strategy/policy changes stemming from ICAO, European regulation, Eurocontrol or other international programmes.
• Authorise amendments to the UK AIP as necessitated by changes to airspace policies, classifications, status or use.
• Ownership of CAA policies related to air traffic flow and capacity management.
• Represent the CAA and, where appropriate, the State at International and national meetings, conferences, task forces and working groups influencing their outcomes as appropriate taking into consideration the best interests of UK aviation.
• Provide advice and guidance on air traffic flow and management issues to Head of Airspace, ATM & Aerodromes Division of SARG, the Manager Airspace Regulation and other managers and staff as necessary.

SARG generic accountabilities:

• Through line management as appropriate, responsible for making a decision on whether to commission an investigation when a breach of aviation law is suspected or resulting from a recommendation from the IET.
• Capture and readily share safety-relevant intelligence, information and analysis from multiple internal and external sources with all CAA groups.
• Understand and apply ESP principles of Performance Based Oversight in accordance with the ESP linear process.
• To keep up to date with CAA records management policies and procedures and to amend AR practices and procedures to ensure continuing compliance.
• Provide support to CAAi contracts as directed. When so doing, ensure the quality and timeliness of the technical outputs meet contract and customer expectations and that time recording/travel expenses are submitted no later than one week after any trip has been undertaken.

About You

The job holder will have:

• Completed air traffic control training and qualified in air traffic control or professional experience in air traffic flow and capacity management.
• Minimum of 3 years of relevant experience in a similar roles in the aviation ecosystem.
• A sound knowledge on air traffic flow and capacity management concepts.
• A working knowledge of national and international ATM related documentation, including civil aviation publications ICAO and Eurocontrol related publications.
• Awareness of emerging aviation/ATM technologies and related operational or institutional initiatives, their impacts and application on air traffic flow.
• Be able to establish personal credibility with technical specialists and develop constructive relationships, with effective communication skills both written and oral in engaging with contacts at all levels throughout the CAA and externally.
• Have high levels of commitment, reliability and flexibility, and be an excellent team worker with sound interpersonal skills.
• Good verbal and written communication skills and good negotiating skills.
• Good organisational skills and the ability to work effectively within a multi-disciplined team.
• Analytical thinking. Analyse information and identify relationships to support the resolution of potential issues.
• Teamwork. Be able to integrate a team of experts having notable experience in various domain.
• Competence in the use of Microsoft Office applications.
• Reports writing ability.

Desirable – The jobholder will:

• Have a good knowledge of the CAA and UK aviation industry supported by an understanding of key legislative factors influencing and determining the CAA’s role as an airspace regulator e.g. the Civil Aviation Act, Air Navigation Order, Rules of the Air regulations and the appropriate MAA Regulatory publications.
• Have awareness of the environmental impact of aviation and strategies and actions to mitigate associated concerns.

Additional Information

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance. SC - To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years. Relocation & Property The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations. We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers. We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028.
