The Role is based in Rotherham, South Yorkshire and involves leading a portfolio of major capital projects contributing to the delivery of fusion energy. The role requires onsite presence and involvement in governance, delivery, and external representation at senior levels.
Responsibilities
- Lead and manage the set-up of the projects and programme, ensuring appropriate frameworks are in place. Provide strategic direction to the senior leadership team within the Fusion Technology Facility and the delivery teams to ensure effective delivery.
- Lead on developing the programme strategy and implementing programme delivery to all relevant stakeholders including business change managers, Exco, Rig Owners and UKIFS.
- Identify and manage benefits across the programme in line with Association of Process Management (APM) best practice to maximise utility to the UKAEA and its partners.
- Lead resource planning across the program using techniques such as balancing and levelling, including representing Project Managers to ensure projects within the programme are resourced correctly and a robust medium/long-term plan is in place.
- Provide effective and timely management of staff, including resource allocation, onboarding, performance objectives, performance management, absence management, welfare, and development, while supporting equality, diversity and inclusion (EDI).
- Ensure suitably qualified and experienced staff are in place to deliver work in accordance with UKAEA standards, management systems, and relevant regulations.
- Lead and manage project resources across the programme matrix, providing direct line management where necessary and coaching to build a team of project managers.
- Provide clear leadership to Project Managers; resolve obstacles to strategy delivery and manage the programme budget, including risk allowance and management reserves.
- Manage the programme in compliance with UKAEA Quality Assurance requirements; lead value engineering and ensure funding spend remains on track to deliver expected quality and strategic objectives.
- Ensure formal, regular, and relevant reporting on programme and project progress to inform decisions at board level.
- Manage day-to-day running of the programme on behalf of the Senior Responsible Owner (SRO) to ensure objectives are delivered and benefits realised in line with APM best practice.
- Lead contract management at a strategic level with suppliers.
- Ensure programme compliance with legislative and statutory requirements (including Construction Design and Management) in conjunction with specialist contractors.
- Act as chair for the FT Capital Projects programme board.
- Perform any other reasonable tasks or duties commensurate with grade.
Qualifications
Essential:
- Extensive experience of safely delivering major and complex engineering or scientific capital projects achieving cost, time and quality objectives in a Programme Management role.
- Demonstrable ability to lead and influence stakeholders at all levels, internally and externally.
- MSP Foundation, Practitioner or Advanced Practitioner (or an equivalent programme management certification).
- Project/Programme management qualification (e.g., APM PMQ, Prince2, Managing Successful Programmes Practitioner or Advanced Practitioner).
- Comprehensive knowledge and understanding of NEC contracts (New Engineering Contract).
- Comprehensive knowledge of CDM regulations (Construction Design and Management Regulations).
- Strong commercial awareness with the ability to maximise programme value.
- Proven ability to handle ambiguity, uncertainty and high complexity in project delivery.
- Experience working with diverse senior stakeholders and external partners, ideally with public funding.
- Extensive experience in financial management of significant budgets.
- Experience in line management and coaching.
- Experience in building and leading cross-functional teams delivering large projects.
- Experience contributing to organisational strategy development and delivery.
- Experience in delivering engineering equipment and facilities through industry procurement.
- Pro-active approach to safety and UK compliance in design.
- Demonstrable experience of leading and managing teams.
Desirable:
- Degree and experience in a scientific or engineering discipline.
- Understanding of wider issues impacting the UK science and innovation landscape and/or the fusion community.
- APM Project Professional Qualification (PPQ) or equivalent.
- Project Management Chartership (e.g., RICS).
