As Senior Procurement Officer, you will play a key role in supporting the delivery of the North Wales Corporate Joint Committee’s procurement and contract management activities. Sitting within the Portfolio Management Office’s Operations Team, you will help ensure that procurement processes are compliant, strategic, and aligned with the organisation’s values—maximising social value and delivering best value for the region.
This is a collaborative role, working closely with internal teams and external partners to support the delivery of transformational projects across North Wales. You’ll provide expert procurement advice, contribute to the development of procurement strategies, and support contract management across a diverse portfolio of projects. While you won’t directly manage a team, you’ll work alongside colleagues in a supportive capacity and may deputise for the Procurement and Social Value Manager when required. Qualifications
- Educated to degree level or equivalent CIPS Level 4 qualification or above
- Evidence of relevant continuous professional development
Experience, Knowledge and Skills
- At least 3 years procurement experience and knowledge of public procurement regulations, policies, and best practices including Procurement Act 2023, The Well-being and Future Generations Act (Wales) 2015 and the Social Partnership and Public Procurement (Wales) Act.
- Proven experience in public sector procurement, contract management, or supply chain management with experience of carrying out an end-to-end procurement process.
- Experience of preparing and managing tender documentation for both high value, complex and medium/high risk procurement requirements.
- Strong analytical and negotiation skills with the ability to achieve best value.
- Significant experience in supplier evaluation, contract negotiations, and tendering processes.
- Excellent communication and stakeholder engagement skills.
- Strong understanding of contract law and risk management in procurement.
- Experience of operating in a multi-stakeholder role.
- Knowledge of social value principles and their application within procurement.
- Experience working within local government or public sector procurement.
Language Requirements
For this role the following requirements are DESIRABLE:
- Listening and Speaking - Able to deal with all aspects of the job verbally in a confident manner in both English and Welsh
- Reading and Understanding - Able to use and interpret correctly any information in both English and Welsh from a wide variety of sources in order to deal with all aspects of the role.
