About The Role
The Bids & Proposals Manager will lead the end-to-end preparation and submission of high-quality, competitive tenders across the UK and Europe, primarily for local government, public sector, and healthcare organisations. This role is critical to driving growth across Uber Health and Uber Transit, supporting public sector partners in delivering accessible, compliant, and reliable transportation solutions for healthcare, social care, and mobility needs. Working closely with Sales, Legal, Operations, Finance, and Product teams, you will own the bid process—from opportunity identification through submission—ensuring Uber presents compelling, compliant, and differentiated proposals in a highly regulated, tender-driven environment.
What You'll Do
- Identify, register for, and monitor tender opportunities across UK and European procurement portals
- Lead the coordination, writing, and submission of high-quality bids, ensuring full compliance with tender requirements and deadlines
- Partner with cross-functional stakeholders to gather inputs, align responses, and manage approvals
- Develop clear, persuasive responses that articulate Uber's value proposition for public sector, healthcare, and social care use cases
- Maintain and continuously improve a library of standard bid responses, evidence, and supporting materials
- Create and manage case studies, client references, and proof points tailored to public sector buyers
- Support pricing and commercial inputs, working closely with Finance and Sales to respond to evaluation criteria
Basic Qualifications
- 5+ years of experience supporting or leading complex proposals, bids, or commercial submissions, ideally in public sector or regulated environments
- Strong organisational skills with the ability to manage multiple stakeholders, deadlines, and parallel workstreams
- Excellent written communication skills with a high level of attention to detail
- Numerate and comfortable working with pricing models, volumes, and evaluation frameworks
- Proficiency in Microsoft Office (Word, Excel, PowerPoint)
- A collaborative team player who can influence without authority and operate effectively in a fast-paced environment
Preferred Qualifications
- Demonstrated track record of successful tender wins
- Experience managing multiple bids simultaneously across different geographies
- Hands-on experience with UK procurement portals and European TED portals
- Experience using digital and AI-assisted tools to support content creation and bid efficiency
