Summary: Safety and Occupational Health Specialist – Production Department Safety Branch (Code 9000S.1), Production Safety Manager (Code O900S), Production Resources Department Analysis and Business Manager (Code 900A), Production Resources Department (Code 900), Norfolk Naval Shipyard.

Responsibilities:

  • Conduct scheduled and unscheduled inspections in buildings, dry docks, on ships, piers, and various facilities to identify and provide recommendations, advice, and guidance to employees, supervisors, and managers.
  • Provide mentoring assistance and directions to other production shop personnel to ensure prevention of injuries.
  • Interact with various trades such as Ship fitters, Riggers, Insulators, Welders, etc. responsible for execution of production tasks.
  • Instruct all levels of workers and management in program requirements, establish and maintain liaison with shops, Process Managers, QA offices and other codes to ensure efficient coordination with established program requirements.
  • Conduct a variety of activities directed at identifying hazardous conditions, operations, procedures, and work practices where the potential for injury, health impairment or property damage exists in production work.
  • Provide oversight in a variety of production work areas and Safety Program functional areas, making recommendations for improvement.

Requirements:

  • Must be a US citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the federal employment verification (E-Verify).
  • Federal employees applying at GS must serve at least one year at the next lower grade.
  • Applicants within 180 days of retirement may be considered per DOD regulations.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to obtain and maintain current Radiological Control (RADCON) certification.
  • Must successfully complete a pre‑appointment physical examination.
  • Must obtain and maintain an interim and/or final security clearance.
  • Must wear personal protective equipment (helmets, gloves, coveralls, glasses, goggles, respirators, safety shoes) continuously during the work shift.

Qualifications:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑09 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience applying program management policies, concepts, practices, and principles in order to analyze, evaluate, and develop recommendations for improvement in program operations and objectives.
  • Experience operating programs in the department, conducting surveillance, gathering data, evaluating, conducting analytical studies, and providing consultation and assistance to department managers and supervisors.
  • Experience using management information systems, office automation systems and processes, computer applications.
  • Experience preparing and presenting oral and written communications and presenting evaluations and recommendations regarding complex issues, including the preparation and presentations of reports, charts, and graphs.
  • Experience applying complex analytical and problem‑solving methods and techniques to identify interrelated program problems, draw conclusions, and recommend appropriate action.

Education:

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree. Or 3 full years of progressively higher level graduate education leading to such a degree. Or LL.M., if related.
