Financial Management Analyst in the Accounting Division (Code 610) and Accounts Payable (Code 612) of Norfolk Naval Shipyard.

Responsibilities:

  • Implement legal and regulatory controls over approved budgets.
  • Provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
  • Research and analyze various errors from the official accounting system.

Requirements:

  • Must be a U.S. citizen.
  • Must be deemed suitable for federal employment.
  • Must participate in direct deposit pay program.
  • New employees to the Department of the Navy must pass the E‑Verify employment verification check.
  • If applying as a current federal employee, must have served at least one year at the next lower grade level.
  • Retired military members may be appointed within 180 days after retirement pursuant to 5 U.S.C. § 3326.
  • Male candidates born after 12‑31‑59 must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to duty commencement.
  • May require travel to CONUS and OCONUS, including remote or isolated sites, and flight on military or commercial aircraft for extended periods.
  • Required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report (OGE‑450) within 30 days of appointment.

Qualifications:

  • At least one year of specialized experience at or equivalent to GS‑09 level in the federal service or equivalent private/public sector experience.
  • Experience researching and analyzing accounting system errors.
  • Experience interpreting contracting, invoicing, and related issues that result in late payment.
  • Experience reconciling payment discrepancies.
  • Experience analyzing and recommending costs and benefits of alternative financial management methods for organizational programs and administrative operations.

Education:

  • Ph.D. or equivalent doctoral degree.
  • Three full years of progressively higher-level graduate education leading to such a degree.
  • LL.M., if related.
  • Transcript required with application if qualifying through education.
