SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in Cornholme

Summary: Safety and Occupational Health Specialist in the Occupational Safety, Health and Environment (OSHE) Office of Norfolk Naval Shipyard.

Duties:

• Monitor, interpret, and seek resolution for matters pertaining to assigned OSH program(s), primarily Workplace Monitoring and Gas Free Engineer in training/confined space.
• Develop sampling plans and conduct workplace exposure monitoring to ascertain employee exposures to various chemical, biological, and physical stressors.
• Provide on-site determinations/measurements of hazards and specify corrective actions to render workplaces safe.
• Conduct field operations, either independently or under the cognizance of Industrial Hygienist(s) or Gas Free Engineer(s), to determine employee exposure and enforce control measures.
• Review and implement local, Navy, and Federal instructions and regulations related to the workplace monitoring and assigned OSHE programs.
• Serve as a technical advisor in the development of policies and procedures related to the workplace monitoring and Occupational Health Programs.

Requirements:

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.

• This is a bargaining unit position.
• Must obtain and maintain an interim and/or final security clearance prior to entrance on duty; failure to do so may result in withdrawal of a job offer or removal.
• Must wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present; employee must participate in medical surveillance programs.
• Position may require travel to CONUS and OCONUS and may include remote or isolated sites; employee must be able to travel on military and commercial aircraft for extended periods.

Qualifications:

• Minimum one year of specialized experience at or equivalent to the GS‑11 grade level or pay band in the Federal service, or equivalent experience in the private or public sector, demonstrating the following:
• Experience conducting exposure monitoring to determine employee exposures.
• Experience using quantitative measurement instrumentation, including air sampling instrumentation.
• Experience performing surveillances and correcting deficiencies that affect overall worker health.
• Experience interpreting and enforcing federal, navy, and local regulations and policies.
• Experience preparing and presenting findings and recommendations, providing oversight to drive change.
• Experience applying Industrial Hygiene program, safety, health, and fire protection regulations, standards, principles, practices, and techniques in areas such as Respiratory Protection, Ventilation, Confined Space, Hearing Conservation, Asbestos, etc.

Education: In lieu of specialized experience, qualification may be met by the following: Ph.D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; LL.M., if related.
