You will serve as a Management Analyst in the Manager, Radiological Controls Support (1051), Radiological Control office (105) of Norfolk Naval Shipyard.

Responsibilities:

  • Collect, separate, and analyze data to provide sound recommendations and accurate information to the division and branch head for submission.
  • Prepare recurring reports and/or briefing materials for management.
  • Make recommendations and assign actions for problem areas.
  • Monitor expenditures against available funds and initiate corrective actions to address anticipated funding issues.

Conditions of Employment:

  • Must be determined suitable for federal employment.
  • Must participate in the direct-deposit pay program.

  • This is a bargaining-unit position.
  • Requires an interim or final security clearance before duty entry; failure to obtain clearance may result in offer withdrawal or removal.
  • Wearing personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes is required for the duration of the work shift.
  • Work may be performed in areas where potentially harmful physical and chemical agents are present; participation in medical surveillance programs is required.
  • May require travel to CONUS and OCONUS, including remote or isolated sites.
  • Must be able to travel on military and commercial aircraft for extended periods.
  • Must be able to climb ladders and scaffolding.

Qualifications:

GS-12: Demonstrated at least one year of specialized experience at or equivalent to the GS-11 level or pay band in the Federal service, or equivalent experience in the private or public sector. Experience must include:

  • Expertise in problem and trend analysis, providing advice on resolutions related to nuclear workload, forecasting, hiring plans, capacity, and budget.
  • Proficiency with Microsoft Database, Excel, Word, PowerPoint, Integrated Staffing Plan (ISP), SharePoint (SPO), Workload Accountability Resource Report (WAAR), and Civilian Personnel Actions (CPA).
  • Experience with metrics, performance indicators, and statistical process control.
  • Ability to compile, summarize data, identify inaccuracies or anomalies, and make written recommendations based on applicable procedures.

GS-11: Demonstrated at least one year of specialized experience at or equivalent to the GS-09 level or pay band in the Federal service, or equivalent experience in the private or public sector. Experience must include:

  • Application of analytical and evaluative methods and techniques; preparation of official correspondence; interpretation of data and reports; problem resolution.
  • Preparation of project papers, reports, graphs, charts; skill in organizing and delivering such material to managers.
  • Proficiency with Microsoft Database, Excel, Word, PowerPoint, Integrated Staffing Plan (ISP), and SharePoint (SPO).
  • Repeated application of analytical and evaluative methods and techniques.

Education:

In lieu of specialized experience, applicants may qualify as follows:

  • GS-12: No education substitution available.
  • GS-11: Successful completion of a Ph.D. or equivalent doctoral degree; or completion of three full years of progressively higher-level graduate education leading to such a degree; or an LL.M. if related; or a combination of experience and graduate education equating to one year of experience.

This position is covered by the Department of Defense Priority Placement Program.
