You will serve as a DRUG FREE WORKPLACE COORDINATOR in the Executive Support Office (Code 1100), Staffing and Administrative Personnel Branch (Code 1102.2), of NORFOLK NAVAL SHIPYARD.
Duties:
- Oversee and administer the Civilian Drug Free Workplace Program (DFWP) for NNSY.
- Ensure notification is sent to the workforce on drug use prevention, identification, and rehabilitation and treatment services available for civilian employees under the Civilian Employee Assistance Program (CEAP).
- Coordinate with the collection contractor for scheduling and ensure required forms are available.
- Assist in the planning and implementation of DFWP criteria, guidelines and directives, and the study of technical data and information provided by higher authority or researched by the incumbent.
- Conduct on-site visits to encourage program participation and evaluate program effectiveness.
- Work with Command and the Human Resources Office to provide information needed for any required disciplinary matters resulting from a positive drug test or failure to report.
Conditions of Employment:
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy must successfully pass the E-Verify employment verification check.
- Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade).
- Time-in-grade requirements must be met by the closing date.
- Within the Department of Defense, the appointment of retired military members within 180 days after retirement to a civilian position is subject to 5 United States Code 3326.
- Males born after 12-31-59 must register for Selective Service.
- Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- Failure to maintain clearance may result in withdrawal of offer or removal.
- Work is performed in areas with potentially harmful physical and chemical agents; employee must participate in medical surveillance programs.
- The position may require travel to CONUS and OCONUS, including remote or isolated sites.
- Must be able to travel on military and commercial aircraft for extended periods.
- Must wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously during the shift.
Qualifications:
At least one year of specialized experience at or equivalent to GS-09 (or GS-07 for GS-09 role), including experience translating laws, regulations, DOD/DON policies, implementing drug testing chain-of-custody procedures, establishing program goals, and providing planning and oversight. Experience implementing strict criteria to ensure program objectives, conducting studies or surveys, and providing customer service skills.
Education:
- GS-09: Successful completion of a master’s or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B./J.D. if related.
- GS-11: Successful completion of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M. if related; or a combination of experience and graduate education equating to one year of experience.
