Management and Program Analyst in Lakenheath

The primary purpose of this position is to serve as a Project Director of the Wing Program Integration Office, programmatic authority and oversight over the Surety Recapitalization Program.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes authoritative knowledge of Air Force, Joint, and allied (NATO, UK MoD) operational missions, policies, and regulations sufficient to plan, program, and execute the POTUS-directed Surety Recapitalization efforts and ensure FOC timelines are met. Expert knowledge of qualitative and quantitative analytical techniques to evaluate, adapt, and integrate complex infrastructure bed-downs, aircraft operations, and facility requirements where significant operational conflicts exist. Comprehensive knowledge of diverse functional specialties-operations, maintenance, security, and mission support-sufficient to coordinate cross-agency integration efforts, align strategic organizational priorities, and validate critical resource capability gaps. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of, and recent experience with, Air Force operational missions; ability to apply analytical and evaluative methods and techniques to issues or studies concerning the integration of future wing programs, missions, weapons, etc., and to design and conduct comprehensive studies and develop solutions for critical operational and contingency issues. Knowledge of methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures; must have leadership skills required to provide quality oversight. Knowledge of DoW, Joint and AF policies, instructions, and regulations governing transformation and integration processes. Ability to communicate and negotiate both orally and in writing, and to gain cooperation from others through tact, courtesy, diplomacy and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
