We are looking for an experienced Senior Product Manager to join a Central Government client, working within a complex programme focused on connecting organisations, services and data across organisational boundaries. This is a hands-on product leadership role requiring someone who can quickly become productive within a fast-paced and sometimes ambiguous environment. You will work across multiple stakeholders, balancing user needs, delivery priorities, product outcomes, dependencies and programme constraints.
The successful candidate will be a genuine Product Manager/Product Owner, rather than solely a Project or Delivery Manager. You will need strong experience driving product direction, managing prioritisation, aligning stakeholders and delivering measurable outcomes.
Key Responsibilities
- Define and maintain the product vision, users, priority use cases and product roadmap.
- Own and communicate a prioritised product backlog, including clear user stories, acceptance criteria, release goals and measurable success indicators.
- Lead prioritisation and product decision-making, balancing user needs, delivery constraints, public value and cost.
- Support Agile delivery, including backlog refinement, user stories, sprint planning and appropriate Agile ceremonies.
- Coordinate multidisciplinary teams and suppliers against agreed milestones, dependencies, risks and decisions.
- Work closely with architecture colleagues to ensure the platform supports common taxonomy, traceable evidence, dependency analysis and architecture intelligence.
- Build and manage relationships with senior stakeholders, external suppliers, government organisations, technical teams and architecture teams.
- Agree supplier delivery scope and verify outputs against agreed acceptance criteria.
- Define, track and communicate benefits and measurable success criteria, ensuring product decisions remain evidence-led.
- Support product evaluation and lessons learned, considering user value, cost, risks, operational sustainability and future options.
- Maintain delivery momentum while navigating ambiguity, competing priorities and demanding timescales.
Essential Skills & Experience
To be considered for this opportunity, you should be able to demonstrate:
- Experience as a Product Owner or Product Manager for a SaaS or internal platform.
- Working knowledge of Enterprise Architecture practice and how Enterprise Architecture tools are used.
- Strong stakeholder management experience, including working with senior leaders and external suppliers.
- Strong experience of Agile delivery, including backlogs, user stories and sprint planning.
- Ability to define, track and communicate benefits and success measures.
- Experience owning and communicating product roadmaps, prioritised backlogs and acceptance criteria.
- Strong product leadership skills with evidence of making difficult prioritisation decisions.
- Experience delivering within complex, multi-stakeholder environments.
Desirable Skills & Experience
It would be particularly beneficial if you can demonstrate:
- Hands-on experience with an Enterprise Architecture tool such as Ardoq, Avolution ABACUS, SAP LeanIX or Sparx.
- Experience running or developing a shared service across multiple organisations.
- Previous Central Government, Local Government or wider public sector experience.
- Experience working across multiple organisations and complex stakeholder landscapes.
- Experience using Jira for product and Agile delivery.
- A recognised Product Management certification, for example BCS, (url removed) or SAFe.
