Job function
Lead the Group’s international trade compliance framework, ensuring imports, exports and controlled goods are managed lawfully, consistently and efficiently across TXO entities.
Provide expert advice, effective governance and commercially practical solutions that enable sales and operations without compromising regulatory obligations.
Specific responsibilities
The following outlines the primary areas of responsibility. Additional responsibilities or functions may be required as necessary to support the business.
Compliance & Governance
- Own and maintain the Group’s trade compliance policies, standards, procedures and controls across all operating entities; keep them current with changing legislation and customer requirements.
- Oversee customs compliance, import/export classification, origin, valuation, documentation, sanctions and restricted-party screening, and controlled or dual-use goods requirements as applicable.
- Lead export licensing strategy, applications, licence conditions, record-keeping and renewals across the Group; ensure appropriate approvals are in place before controlled shipments proceed.
- Coordinate regulatory engagement, government audits, enquiries and reporting, including with relevant UK, EU, US and Australian authorities (such as HMRC, ECJU, customs authorities, US Commerce/CBP and Australian Defence).
- Investigate significant trade compliance incidents, establish root causes, implement corrective actions and monitor their effectiveness.
- Define and deliver risk-based training and practical guidance to shipping, sales, procurement and operational teams; act as escalation point for complex regulatory decisions.
- Advise on Incoterms, country-specific import/export requirements, product conformity certificates and supporting evidence where relevant to customer or destination requirements.
Cross-functional Delivery & Continuous Improvement
- Work closely with the Shipping Manager and shipping teams to build compliant, standardised and efficient shipment processes, with clear ownership of operational execution versus compliance approval.
- Engage early with sales and account management to identify licensing, customs and destination requirements before commitments are made to customers; help find practical, compliant routes to market.
- Identify opportunities to simplify workflows, improve data and documentation quality, reduce customs delays, avoid penalties and minimise unnecessary trade-related costs.
- Maintain management information and report trends, risks, audit outcomes, licence status and improvement actions to the Group Head of Responsible Business and relevant business leaders.
- Support acquisitions, new markets, new product/service lines and business integration through scalable trade compliance standards and proportionate controls.
About you
- Substantial experience in international customs and export controls, including dual-use goods; UK and US export control experience essential, with EU and/or Australian knowledge desirable.
- Experience leading regulatory audits, export licence activity, policy development and compliance investigations.
- Ability to interpret complex regulations and translate them into clear, practical business guidance.
- Strong stakeholder management, sound judgement, attention to detail and confidence to challenge non-compliant decisions.
- Experience working across multiple jurisdictions and functions, including sales, logistics and operations; capable of developing the function as TXO grows.
