Are you an experienced procurement professional with a strong understanding of public sector or regulated frameworks?

Do you have experience in indirect procurement, particularly within the IT category, including knowledge of G-Cloud and Crown Commercial Service (CCS) frameworks?

If so, TXM Recruit are sourcing an Interim Procurement Category Manager for a high-profile railway client based in Stratford, London.

The role is an ongoing 3‑month contract paying £400 per day (Inside IR35).

The role is hybrid with a requirement to attend the Stratford office.

Roles and Responsibilities

  • Work with internal stakeholders to deliver effective and efficient outcomes.
  • Ensuring compliance to relevant legislation, processes and governance are applied to all procurement activity.
  • Lead on the delivery of procurement applying a strategic mindset as well as deliver tactical procurement delivery.

All are required to be in line with procurement processes and policies including drafting of all procurement documentation including, but not limited to competitive and negotiated procedures, evaluation and moderation, and contract execution.

  • Delivery of all procurements and support (where required) on all pre‑procurement governance and approvals to assist in the delivery of the Category Strategy or in support of wider business objectives.
  • Draft and negotiate agreements with third parties and provide guidance to stakeholders on service delivery obligations, liaising with Legal and, where required, the Senior Category Manager.
  • Supporting DFTO or associated business initiatives such as cross‑organisation tendering to harness economies of scale.
  • Negotiate with suppliers to secure value for money through effective sourcing.

What we require?

  • MCIPS or equivalent.
  • Minimum three years public procurement experience e. g. UCR2016, PCR2015, PA23.
  • Experience in indirect procurement, preferably in the IT space, in particular knowledge of G‑Cloud and CCS Frameworks.
  • Strong commercial negotiation and stakeholder management skills.
  • Proficient in contract law and procurement regulations.
  • Demonstrable experience in the use of public procurement frameworks.
  • Ability to manage own workload and on multiple projects in parallel.
