Are you an experienced procurement professional with a strong understanding of public sector or regulated frameworks? Can you combine strategic thinking with hands-on contract management to deliver procurement across complex infrastructure and capital projects? If so, TXM Recruit are sourcing a Procurement Manager for a high-profile railway client based in Stratford, London. The role is a 6-month contract paying up to Β£500 per day. The role is hybrid with a requirement to attend the Stratford office.
To lead and manage the procurement activity with the primary focus on professional services category. The Manager ensures procurement activities are planned, executed, and monitored in line with regulatory requirements and business objectives, supporting the compliant and timely delivery of maintenance and capital works across the network.
Key Responsibilities- Act as the central point of contact for all procurement activity within scope.
- Act as client procurement lead for Infrastructure & Major Projects department.
- Maintain and manage the forward pipeline register, ensuring upcoming requirements are accurately recorded, assessed, and aligned with the appropriate route to market.
- Prepare and submit sourcing strategy, award, and variation documentation in accordance with internal governance procedures.
- Ensure procurement activity is compliant with existing procurements, under Utilities Contracts Regulations 2016 and Procurement Act 2023 requirements for future above threshold procurements.
- Facilitate handover of awarded contract to Stakeholder/Contract Manager.
- Maintain effective working relationships with stakeholders, suppliers and procurement team, fostering collaboration and transparency.
- Experience of public sector framework agreements or regulated procurement within the utilities or public sector.
- Strong understanding of procurement compliance under UCR 2016 and awareness of changes under the Procurement Act 2023.
- Demonstrated ability to coordinate procurement governance across the full commercial lifecycle.
- Skilled communicator with the ability to influence and engage stakeholders at all levels.
- Proficiency with digital procurement platforms (e.g. Medius or similar e-sourcing tools).
- MCIPS qualification or equivalent (or working toward) β desirable.
- Familiarity with CCS and other public sector frameworks β desirable.
