Do you have significant experience delivering large-scale railway programmes, managing scope, budget, risk, and stakeholder engagement? If so, TXM Recruit are partnered with a major railway client to recruit a Programme Manager to join them based in East Midlands on a 6-month contract basis paying up to £600 per day (outside IR35).
About the Role
We are seeking an exceptional Programme Manager to lead the delivery of complex, multi-disciplinary engineering programmes that are critical to our strategic objectives. This role requires a proven leader who can operate confidently across technical, commercial, and operational domains while driving performance, governance, and value for money.
Key Responsibilities
- Programme Leadership — Own the end-to-end delivery of engineering programmes, ensuring scope, schedule, cost, risk, and quality targets are consistently achieved.
- Stakeholder Management — Build strong relationships with internal and external partners, Project Managers, including engineering teams, suppliers, finance teams, and senior executives.
- Governance & Assurance — Lead programme governance, reporting, and compliance activities, ensuring transparency and robust decision-making.
- Commercial Oversight — Manage contracts, budgets, and commercial negotiations to secure best-value outcomes.
- Risk & Issue Management — Identify, assess, and mitigate programme risks, ensuring resilience and continuity.
What we require?
- Degree-qualified in Engineering or a related discipline.
- Significant experience delivering large-scale engineering or infrastructure programmes.
- Strong commercial acumen and contract management capability.
- Excellent communication, influencing, and stakeholder-engagement skills.
- Demonstrable ability to lead teams through complexity and change.
