We are seeking a Pre-Construction Manager to lead schemes from initial brief through to contract signature, holding accountability for both the commercial position and the client relationship.
The Role
The Pre-Construction Manager is responsible for the commercial and client-facing management of schemes throughout the pre-construction phase, from receipt of the initial brief through to contract award and handover to delivery.
The position differs from the more traditional, arm's length pre-construction function in that it carries direct client ownership. On the majority of our schemes the project value does not warrant a standalone Project Director or Account Director, and accountability for the client relationship therefore sits with the Pre-Construction Manager.
The role additionally carries a degree of project management responsibility. The postholder coordinates the output of the design team, agreeing deliverables and timescales without holding line management responsibility, and acts as the commercial authority on the scheme. Where design intent and budget diverge, the Pre-Construction Manager is accountable for ensuring the scheme remains deliverable within the client's budget.
The core workload comprises schemes valued between approximately £100k and £1m, with larger projects arising periodically up to a value of £3m to £4m. Our principal sectors are commercial office fit out and retrofit, day two works and small works, alongside schemes in other sectors including leisure and gym facilities.
What You'll Be Doing
- Taking project briefs directly from clients and conducting initial site surveys to establish scope, constraints and opportunities
- Acting as the principal point of contact for the client throughout pre-construction, managing the relationship and expectations through to contract award
- Producing accurate cost plans, scopes of works and value engineering options aligned to the client's budget
- Coordinating the output of the design team, agreeing deliverables and timescales, and maintaining alignment between cost and design as the scheme develops
- Producing indicative pre-construction and construction programmes for both client and internal use
- Preparing Licence to Alter packs for landlord approval, gathering information from across the stakeholder group
- Engaging the supply chain to secure accurate pricing, technical input and buildability advice, and negotiating packages to improve the commercial position
- Overseeing the development of Letters of Intent and JCT contracts through to signature
- Liaising with Graphics on bid production for new business opportunities, and presenting proposals to clients in person and online
- Producing RFIs and determining the information required at pre-construction stage to price a scheme accurately
- Assessing project risk in advance of works commencing and implementing appropriate mitigation
- Providing a complete and coordinated handover to the commercial and project delivery teams following contract signature
What We're Looking For
- Proven pre-construction experience within construction or the wider built environment
- A commercial background, for example estimating, quantity surveying or a multidisciplinary construction discipline, with the commercial focus that accompanies it
- Excellent commercial acumen, with the ability to produce accurate cost plans, identify value opportunities and value engineer to resolve budget pressures
- Confidence working directly with clients, including presenting and pitching solutions in person and online
- The ability to coordinate designers and consultants and hold them to agreed deadlines without direct line authority
- Strong technical understanding of construction methods, building regulations and workplace design principles
- Strong project planning and programme management capability
- Sound working knowledge of construction contracts, particularly JCT design and build, and Letters of Intent
- The ability to manage multiple live projects and competing deadlines in a fast-paced environment
- Proficiency with industry tools including Microsoft Office, Bluebeam Revu, Microsoft Project, DocuSign, Matterport and the online JCT portal
- A collaborative approach, working effectively alongside designers, estimators and project managers
Beneficial:
- Experience in commercial office fit out, retrofit, day two works or small works. This is our preference, though pre-construction experience gained in other sectors will be considered
- Experience delivering schemes with a value in excess of £1m
- Experience preparing Licence to Alter packs and managing landlord approvals
- A degree or equivalent qualification in Estimating, Quantity Surveying, Construction Management or a related discipline - Professional membership such as RICS or CIOB
- Experience supporting or developing junior team members
