Procurement Manager – Major Infrastructure

Location: Midlands / South

Salary: Up to Β£75,000 per annum plus company vehicle and additional benefits

TWG Consulting is recruiting for an experienced Procurement Manager to join a leading UK main contractor delivering a significant portfolio of major infrastructure projects across the Midlands and South of England.

This is an excellent opportunity to join a business with a strong long-term pipeline of infrastructure work, particularly across the UK water and highways sectors.

You'll take ownership of end-to-end subcontract and major materials procurement across both live projects and pre-construction, working closely with operational and commercial teams to develop procurement strategies, strengthen supply chain relationships and deliver best value across complex infrastructure programmes.

The Opportunity:

You'll be responsible for procurement across a portfolio of projects rather than simply managing individual packages.

The role will see you involved from the earliest stages of procurement strategy and market engagement through tendering, negotiation and subcontract award, before continuing to manage supplier performance throughout project delivery.

You'll work closely with project leadership, commercial teams and the wider supply chain to ensure packages are procured effectively, programme requirements are achieved and commercial and delivery risks are identified early.

You'll also have the opportunity to influence how the business develops its supply chain across future infrastructure programmes.

Key Responsibilities

Your responsibilities will include:

  • Leading end-to-end subcontract procurement across a portfolio of major infrastructure projects.
  • Developing procurement, sourcing and package strategies.
  • Managing procurement from initial market engagement and tendering through to subcontract award and contract execution.
  • Leading the procurement of major materials across multiple projects.
  • Negotiating commercially robust subcontracts and orders that maximise value while managing risk.
  • Maintaining procurement schedules and ensuring packages are placed in line with project programmes.
  • Monitoring and reporting procurement performance, cost savings and value delivery.
  • Leading supplier and subcontractor selection, including commercial evaluations, pre-contract meetings and negotiations.
  • Working closely with project and commercial teams to identify procurement risks and opportunities.
  • Supporting tendering, pre-construction and work-winning activities through market analysis, supplier engagement and procurement strategy.
  • Developing strategic relationships with key suppliers and subcontractors.
  • Monitoring supply chain performance across cost, programme, quality, safety and sustainability.
  • Identifying opportunities for innovation and continuous improvement across the supply chain.
  • Supporting the development and management of a high-performing subcontractor and supplier network.
  • Promoting responsible, sustainable and safe procurement practices across projects.

About You

We're particularly interested in speaking with procurement professionals who have experience within major civil engineering or infrastructure environments.

Experience within the UK water sector and major water frameworks would be highly advantageous, although strong candidates from highways, utilities or wider civil engineering backgrounds will also be considered.

You'll ideally have:

  • Strong end-to-end subcontract procurement experience, from initial strategy through to contract execution.
  • Experience procuring major materials and subcontract packages.
  • A good understanding of civil engineering works.
  • Strong commercial awareness.
  • Experience working with NEC contracts/subcontracts.
  • Strong supplier and subcontractor negotiation skills.
  • Experience managing procurement schedules across multiple projects.
  • The ability to identify and manage commercial and supply chain risk.
  • Excellent organisational and time-management skills.
  • Confidence working with senior operational and commercial stakeholders.
  • The ability to build strong, long-term relationships with suppliers and subcontractors.

Membership of CIPS, or an equivalent professional qualification, would be advantageous but isn't essential.
