Turner & Townsend is a leading consulting firm in construction, infrastructure, defence and real‑estate. We are expanding our UK team and seek an experienced senior business‑case manager for defence and security projects, specialising in HMT Green Book business‑case development.
Work with Defence Equipment & Support (DE&S), Submarine Development Agency, Atomic Weapons Establishment and Rolls Royce. Support clients in developing, implementing and optimising procurement and funding strategies to meet Net Zero targets. Apply knowledge of major project programme set‑up, development and delivery with emphasis on business‑case development and major infrastructure using public funding and/or private capital. Contribute to strategic and commercial assessment of business challenges, develop optimal solutions and oversee implementation. Use strong interpersonal, communication and persuasive skills to influence a broad range of clients and stakeholders. Present ideas and outputs clearly, concisely and engagingly. Deploy established processes, tools and systems, tailoring them to specific circumstances and improving them continuously. Operate confidently as part of a multi‑disciplined team across all parts of a major programme. Accountable for the quality of work and delivery of excellent client care. Disseminate knowledge through communities of practice, social media and workshops. Identify and progress business‑generation opportunities when appropriate. Travel flexibly as required.
Qualifications
- Must be able to attain UK MoD Security Clearance (British Nationals only).
- Degree or MBA (equivalent experience).
- Experience with Government Greenbook business‑case development.
- Experience working in defence or public‑infrastructure sector, managing transactions/projects in public‑sector delivery settings.
- Ability to write HMT Green Book Business across all five dimensions.
- Familiarity with HMT Green Book economic dimensions.
- Knowledge of economic benefit assessment, including social value, community benefits and low‑carbon transition.
- Appreciation of relevant UK policy guidance.
- Experience with Government departmental governance process for HMT Green Book approvals.
Additional Experience
- Broad experience in renewable / clean energy, transport, water services or government services.
- PPP/PFI experience (in particular PFI handback).
- Effective management experience in a multi‑stakeholder environment.
- Demonstrable capability as an influencer in commercial / procurement environments and ability to grow client relationships as a trusted advisor.
- Robust and methodical analytical skills, adaptable teamwork.
- Strong client communications and inquisitive mindset.
- Experience preparing, defining and leading bid proposals, working closely with senior management.
Other Essential Requirements
- Given the sensitive nature of the work, candidates must hold, or be able to hold, valid security clearance (SC).
- Requirements include: British Nationals.
- Hold a UK passport.
