Programme Advisory – Business Case & Funding Advisory (Defence Sector)
Full-time. Department: Infrastructure.
We are expanding our UK team and seek experienced business case managers at Principal Consultant and Senior Consultant levels with a background in HMT Green Book business case development, specifically in Defence and security sector projects and/or programmes using different funding and financing sources.
Key Responsibilities
- Work with Defence and Energy sector businesses, including Defence Equipment & Support, Submarine Development Agency, Atomic Weapons Establishment, Great British Energy and Rolls Royce.
- Support clients in developing, implementing and optimising procurement and funding strategies for greener and sustainable fit to meet Net Zero targets.
- Develop and optimise business cases for major infrastructure projects using public funding and/or private capital.
- Contribute to strategic and commercial assessment of business challenges, develop optimal solutions and implement them.
- Engage and influence a wide range of clients and stakeholders to achieve business outcomes.
- Present ideas and outputs clearly, concisely and engagingly.
- Deploy, tailor and continuously improve established processes, tools and systems.
- Operate as part of a multi-disciplined team providing a holistic advisory service.
- Ensure quality of work and deliver excellent client care.
- Disseminate knowledge through communities of practice, social media and workshops.
- Identify, contribute to and progress business generation opportunities where appropriate.
- Travel flexibly, as required.
- Required Qualifications and Experience
- Ability to attain UK Mo D Security Clearance (British Nationals only need to apply).
- Degree or MBA qualification or equivalent experience advantageous.
- Experience of government Green Book business case development.
- Experience working in Defence and/or public infrastructure sector with a portfolio of transactions/projects in public sector delivery settings.
- Ability to write HMT Green Book Business Cases across all five cases.
- Familiarity with HMT Green Book Business Case economic principles.
- Knowledge of economic benefit assessment, including social value, community benefits and low carbon transition.
- Appreciation of relevant UK policy guidance.
- Experience of government departmental governance process for HMT Green Book Business Case approvals.
- Additional Experience
- Experience assuring HMT Green Book Business Cases.
- Experience in renewable/clean energy, decarbonization, transport, water services, or government services sectors.
- Effective management experience within a multi-stakeholder environment.
- Demonstrable capability as an influencer in commercial/procurement environments and ability to grow client relationships as a trusted advisor.
- Robust analytical skills, adaptable and a team player.
- Professional gravitas in dealing with clients and a making the difference approach and enquiring mind set.
- Ability to prepare, define and lead bid proposals and work closely with Senior Management and the wider team.
