Cost Engineer – Project Controls – Energy Projects
Turner & Townsend is looking for an experienced Cost Engineer to join our Energy & Natural Resources division. Position based in Perth, Scotland, United Kingdom.
Key Accountabilities
- Tailoring cost control approaches to meet client needs and aligning with best practices.
- Implementing, administering, and maintaining cost control systems and procedures to track project budgets, commitments, expenditures, and forecasts.
- Working with the Integrated Project Team to establish a robust performance measurement baseline and support the change control process.
- Developing project Cost Breakdown Structures (CBS) and aligning time phasing of budgets against the WBS to accurately track and control actual costs.
- Mapping and integrating cost estimates to the WBS, setting the project budget against correct Work Packages, Planning Packages, and Control Accounts.
- Adhering to NEC or FIDIC contract processes for management, control, and reporting of cost data.
- Leading the production of accruals to ensure ACWP is accurately reflected in a timely manner.
- Supporting the change process by providing cost information for change notes and underpinning forecasts.
- Updating project forecasts to ensure comprehensive and aligned Estimate To Complete (ETC).
- Working with the project team to set out and implement cost capture requirements, including ensuring appropriate work orders, requisition structure, PO alignment, and subcontract data monitoring.
- Aligning Purchase Orders with CBS to give clarity on Cost Performance Indices at an appropriate level within the Project.
- Validating and interrogating supply chain data to assist in accurate cost forecasting, trending, and provide timely reporting.
- Interacting with Management/Leadership members to deliver updates on cost control within a complex project/programme environment.
- Guiding and influencing while delivering on cost control processes on complex projects/programmes along with associated reports.
- Demonstrating leadership while developing technical ability of delivery and cost control team.
Qualifications
- Professional project controls experience specializing in cost engineering/control across the project lifecycle. Nuclear experience desirable but not mandatory.
- Detailed understanding of Earned Value Management (EVM), progress reporting, forecasting, and performance reporting and analysis.
- Strong communication skills and ability to demonstrate leadership behaviours, influence, manage, motivate, coach and develop a team within a diverse and inclusive environment.
- Will be able to obtain BPSS level security clearance.
- Member of a relevant professional body, e.g., Association for Project Management, Project Management Institute.
- Familiar with different cost performance reporting and cost forecasting techniques.
- Experience leading Cost Control Assurance activities as part of project performance cadence.
- Desirable: understand how other aspects of Project Controls interact with Cost Control (scheduling, risk management, reporting, change control).
- Excellent verbal and written communication skills.
- Ability to make risk‑based decisions where parameters are unclear and judgement is needed.
- Strong leadership skills with the ability to mobilise, inspire and lead by example.
- Strong stakeholder management experience.
- Capacity to navigate through conflict situations and defuse tension.
- Desire to work within the nuclear sector.
