Joining the Programme Advisory team will afford you exciting opportunities to directly support world‑renowned clients, enhance your consulting skills, shape your career, and contribute to the team’s growth trajectory.

The Opportunity

We are looking for enthusiastic, talented, and proactive individuals to join our Programme Integration team within Programme Advisory. Our growing Consents Team needs people with hands‑on experience in a major project environment—whether you’re a champion of change, a connoisseur of consents, an environmentalist, a stakeholder strategist, or a perfect PM, we’d love to hear how you could help us deliver tangible results for our clients.

Programme Integration is at the heart of the Programme Advisory Team. We work across the entire development lifecycle, providing a range of services including programme and portfolio set‑up and delivery, transition management, governance and assurance solutions, and consents, stakeholder and sponsorship management.

Key Responsibilities

  • Work as part of an integrated project team to ensure delivery of key client deliverables relating to Nationally Significant Infrastructure projects and programmes navigating the Development Consents Order, Transport and Works Act, and Town & Country Planning processes across the pre‑/post‑consent stages of the project or programme lifecycle.
  • Occupy client or service roles involving consents leadership and management (pre & post consent), consent production and delivery, environmental impact assessments, consultation/stakeholder engagement, and procedural strategic advisory/assurance.
  • Manage client relationships.
  • Identify and realise business development opportunities.
  • Lead or contribute towards the preparation of bid proposals or manage key bids.
  • Lead internal initiatives within the Programme Advisory team, such as the development of programme integration products and methodologies.
  • Mentor and/or manage members of the Programme Advisory team.
  • Line‑manage junior staff (where applicable).

Qualifications

  • Excellent knowledge and practical experience of the lifecycle of a consents process from pre to post consent.
  • Demonstrable technical understanding of consents strategy via different consenting routes (i.e., DCO, TWAO, Hybrid Bill).
  • Demonstrable technical understanding of discharging primary and secondary consents and post‑consent deliverables.
  • Experience of pre‑application and/or post‑consent liaison with internal and external stakeholders within large and complex organisations.
  • Experience of coordinating approvals and notifications between all interested parties and managing consent‑management plans/strategies.
  • Technical experience in one or more of the following areas: consents leadership and management (pre & post consent), consent production and delivery, environmental impact assessments, consultation stakeholder engagement, and procedural strategic advisory.
  • Experience working in, or familiarity with, a consulting environment (other consultancies or as an internal consultant) or demonstration of a consulting skillset.
  • A proven track record of delivering tangible results across a range of projects, adopting a nimble approach and a can‑do attitude.
  • Experience of programme and/or project management within a complex environment with multiple workstreams, including DCO, TWAO and/or TCPA consenting environments.
  • Experience managing the production of high‑quality deliverables within challenging timescales.
  • Experience developing productive working relationships and the ability to identify new business opportunities.
  • Experience in some or all of the following sectors: infrastructure, transportation, utilities, defence, energy and natural resources (including nuclear), and real estate.

Skills

  • Deep understanding of the planning and development of major projects and programmes.
  • Excellent analytical, problem‑solving and critical‑thinking skills.
  • Strong leadership skills.
  • Ability to manage multiple concurrent responsibilities.
  • A commitment to your own learning and development.
  • Strong interpersonal and communication skills.
  • Excellent presentation skills.
  • High attention to detail.
  • Outcome‑focused.
  • Passionate and energetic.
