Our Programme Advisory business partners with public and private sector clients to deliver strategic transformation, major programme set up, commercial models, regulatory advisory, business case support, project finance and performance improvement. Our global Energy & Natural Resources (ENR) team sits within the Programme Advisory business and supports clients across the entire energy lifecycle. We work from early strategic planning and pre‑development through feasibility, concept selection, definition, FEED, and project delivery, right through to operational investment.

Our expertise spans both conventional energy systems and emerging low‑carbon technologies, enabling us to advise on development, processing, distribution, and ongoing REVEX/OPEX optimisation. To support our continued growth, we are seeking an Associate Director to play a leading role in the Conventional & Low Carbon (CLC) energy sector, a work-stream within our Programme Advisory team, with a particular focus on Carbon Capture & Storage (CCS) and Hydrogen (H₂).

As an Associate Director – CLC, you will support and lead the delivery of advisory engagements across CCS, Hydrogen, and adjacent conventional energy markets. Working closely with Directors and Partners, you will shape client outcomes, contribute to market development, and provide subject matter expertise across the fast‑evolving UK low carbon energy landscape. You will bring strong sector knowledge, excellent commercial acumen, and the confidence to build and manage senior client relationships. You will work within an entrepreneurial environment that encourages innovation, collaboration, and flexible ways of working.

Key Responsibilities
  • Lead advisory commissions across low carbon energy and decarbonization (and in particular CCS and Hydrogen), acting as a trusted client interface throughout project delivery.
  • Translate client strategy into actionable plans, roadmaps, and evidence‑based recommendations.
  • Ensure delivery to cost, time and quality targets across strategic assessments, business cases, funding applications, programme set up assignments, procurement, contracting and commercial models.
  • Produce high‑quality client deliverables, presenting complex technical and financial concepts clearly and persuasively.
Sector & Technical Expertise
  • Provide specialist guidance on CCS and Hydrogen value chains, including transport & storage, industrial cluster decarbonisation, electrolysis, and emerging technologies.
  • Advise clients on UK policy and regulatory frameworks including the Industrial Decarbonisation Strategy, cluster sequencing, business models, CCUS/H₂ revenue mechanisms and related market structures.
  • Apply a strong understanding of project finance models, investment appraisal, capital structures, risk allocation and incentive frameworks.
  • Support the development of commercial models, contracting strategies and performance assurance regimes across CCS/H₂ programmes.
Business Development & Growth
  • Support the growth of the CLC PA portfolio by identifying opportunities, contributing to proposals, and participating in client relationship development.
  • Represent Turner & Townsend at industry events, forums and working groups across CCS/H₂ and broader decarbonisation markets.
  • Identify cross‑selling opportunities and collaborate with colleagues across Project Management, Cost Management, Sustainability and Advisory.
  • Mentor junior colleagues and contribute to capability development across the Programme Advisory team.
  • Share sector insights through internal communities of practice and knowledge sharing forums.
  • Provide line management and coaching where required.

We are seeking candidates who possess a strong blend of technical, commercial, and advisory experience. The ideal candidate will have:

  • Extensive sector experience in CCS, Hydrogen, or closely related low carbon technology areas.
  • Previous exposure to Oil & Gas, particularly in subsurface, midstream, downstream, or major capital projects.
  • Strong understanding of UK CCS/H₂ policy, regulation, industrial cluster development, and associated funding mechanisms.
  • Experience developing or evaluating project finance models, business cases, cost‑benefit assessments and investment appraisals.
  • Practical experience leading advisory or consulting commissions for complex projects or programmes.
  • Strong client engagement, relationship management and communication skills.
  • Proven experience supporting or preparing competitive bids and proposals.
  • Knowledge of decarbonisation policy, energy networks, infrastructure regulation or related sectors (e.g., renewables, water, transport).
  • Degree, MBA, CFA, or equivalent professional qualification (advantageous but not essential).
