Turner & Townsend is looking for an experienced Chartered Civil or Structural Engineer to join our Scotland-based team. The Structures Advisor is a key role within Turner & Townsend's Scotland-based team, supporting the Performance Audit Group Scotland contract for Transport Scotland. Leveraging extensive expertise in road network structures, the Structures Advisor will coordinate, review, and audit the delivery of technical and commercial outputs. This includes ensuring compliance with contractual and industry standards, maintaining high performance standards, and providing expert guidance on structural issues. Collaborating closely with the service delivery team, you will play a vital role in ensuring the effective management and oversight of roads network structures.

The Performance Audit Group (PAG) Contract, initiated by Transport Scotland, ensures the Scottish Trunk Road Network is managed and maintained to the highest standards. PAG provides independent oversight of contracts, including Design-Build-Finance-Operate (DBFO) agreements, to guarantee value for money and adherence to technical and commercial requirements. By driving improvements across the network, PAG plays a pivotal role in supporting Scotland’s connectivity and economic growth.

Key Responsibilities
  • Ensure the delivery of audits, monitoring activities, and reports related to roads network structures.
  • Coordinate the delivery of services with other members of the Service Provider’s team.
  • Provide expert advice on issues arising from the audit and monitoring of Suppliers regarding roads network structures.
  • Advise on issues identified by the Employer relating to the management and maintenance of structures.
  • Develop and update a strategic audit plan for roads structures as required.
  • Execute ad-hoc exercises as instructed by the Employer.
  • Be fully conversant with relevant Supplier contracts, industry practices, and design codes.
  • Work collaboratively with the services delivery team to ensure comprehensive investigation, analysis, and reporting to the Employer.
Qualifications

Essential:

  • Chartered Civil or Structural Engineer or equivalent professional qualification.
  • Extensive experience in the maintenance, management, and construction of roads network structures.
  • Demonstrable, in-depth knowledge of maintenance practices, management strategies, and construction methods for roads network structures.

Desirable:

  • Familiarity with Transport Scotland standards and relevant codes of practice.
  • Experience with coordinating and auditing infrastructure projects.
Education and Experience
  • A degree in Civil or Structural Engineering or a related discipline.
  • Proven experience in coordinating large-scale infrastructure maintenance and construction projects.
  • Extensive highway structures maintenance experience will be highly beneficial.
