The Senior Procurement Officer is responsible for the commercial procurement and management of subcontract packages across multiple projects. The role requires a proactive and commercially astute individual capable of engaging with the market, negotiating favourable subcontract agreements, and ensuring subcontract packages are procured in line with project requirements, specifications, programme, quality and budget objectives. Working closely with operational, commercial and project delivery teams, the role involves reviewing technical documentation, assessing subcontractor proposals, validating scope and measurements, and supporting the successful commercial delivery of projects.
Key Responsibilities
- Liaising with estimating during project tendering to provide feedback on market rates for all elements of work associated with medium to large scale commercial construction projects particularly within the food and pharmaceutical sector.
- Working with the commercial project team to procure construction subcontracts up to £7m in value ensuring always that packages are placed at best value and the package budget is the primary consideration in this process.
- Negotiating and agreeing the most favourable terms possible with subcontractors and suppliers.
- Ensuring intended subcontract and supplier terms are made explicit during the procurement process to ensure no undue risk is imported into the business.
- Working with in-house and external designers to ensure subcontract buying is consistent with the scope and specifications required.
- Lead the procurement of subcontract packages from enquiry through to order placement.
- Review project specifications, drawings and scope documents to develop comprehensive subcontract enquiry packages.
- Analyse and compare subcontract quotations, identifying commercial and technical risks, exclusions and opportunities.
- Negotiate subcontract terms, rates and package agreements to secure best value outcomes.
- Develop strong relationships with subcontractors and maintain an active network of market contacts.
- Assess subcontractor capability, capacity and commercial suitability for project requirements.
- Undertake measurement checks and scope validation to ensure subcontract packages accurately reflect project requirements.
- Work collaboratively with project and commercial teams to ensure procurement strategies align with project objectives.

- Proven experience in subcontract procurement within construction, engineering, infrastructure or related project environments.
- Strong commercial awareness and negotiation skills.
- Ability to review and interpret technical specifications, drawings and scope documents.
- Experience procuring and negotiating subcontract packages of varying complexity and value.
- Strong analytical skills with the ability to evaluate quotations and commercial submissions.
- Excellent communication and stakeholder management skills.
- Ability to work independently and manage multiple procurement activities simultaneously.
- Quantity Surveying background or exposure to commercial/project quantity surveying functions.
- Experience undertaking measurement checks and scope verification.
- Understanding of standard forms of subcontract and commercial contract principles.
- Relevant procurement, commercial or construction-related qualifications.
- Commercially minded with a natural appetite for negotiation and deal-making.
