We are currently seeking an experienced Offshore Quantity Surveyor to support pre‑commissioning and hook‑up change management activities across a major offshore project in Türkiye. Reporting to the GPC East Hook‑Up & Systems Completion Manager, you will play a key role in identifying, managing, and commercialising scope changes arising throughout the systems completion, pre‑commissioning, and hook‑up phases. This is a high‑impact offshore role, working closely with engineering, completions, contracts, and cost control teams to ensure accurate and timely change management.
Key Responsibilities
- Support the Hook‑Up & Systems Completion Manager, Hook‑Up Leads, and Completion Managers with contractual change order preparation and submission.
- Identify, document, and track scope changes arising from:
- Mechanical completion punch lists
- ITR close‑outs
- Commissioning sequence changes
- Prepare detailed Bills of Quantities (manhours, equipment, materials, engineering costs).
- Convert quantities into cost estimates in collaboration with Contracts and Cost Control teams.
- Maintain a comprehensive change management register, tracking:
- Status
- Value
- Client approvals
- Coordinate with discipline engineers (Mechanical, Piping, E&I) to ensure quantities align with technical solutions.
- Liaise with vendors, subcontractors, and suppliers to collect supporting change data.
- Prepare change order dossiers, estimates, reports, and templates as required.
- Attend daily and weekly pre‑commissioning and hook‑up progress meetings to capture emerging changes.
- Support submission of change orders to the Client and respond to clarifications.
- Verify correct implementation of approved change orders on site.
- Work closely with Cost Control to ensure all recoverable costs are captured.
- Promote teamwork and contribute positively to offshore safety culture.
Authority & Accountability
- Raise change notifications for pre‑commissioning and hook‑up scope deviations.
- Request supporting documentation, timesheets, and cost data from completion teams and subcontractors.
- Escalate issues outside site control when required.

- Internal: Project Management, Contracts & Cost Control, Pre‑Commissioning & Commissioning Leads, Discipline Completion Engineers, Planning & Scheduling.
- External: Client, Subcontractors, Vendors, and Suppliers.
Required Skills & Experience
- Bachelor’s degree in quantity surveying, Engineering, Contracts, or similar.
- Minimum 3 years’ experience as a Quantity Surveyor on offshore or major construction/energy projects.
- Strong experience in change management and variation order handling.
- Exposure to pre‑commissioning, commissioning, or systems completion activities.
- Familiarity with completions management systems (e.g. ICAPS, AssetWise or equivalent).
- Solid understanding of construction execution in offshore environments.
- Multi‑discipline awareness (Mechanical, Piping, Electrical, Instrumentation).
- Confident producing BOQs, estimates, and change documentation.
- Fluent English (written and spoken).
Working Conditions
- Offshore rotation: 5 weeks on / 5 weeks off.
- Back‑to‑back rotation capability required.
