This opening assignment is for 6 months on site in Woolwich SE18 6HQ.
Summary of what the candidate must have to apply:
- Experience administering or monitoring Section 106 (S106) Agreements and/or Community Infrastructure Levy (CIL)
- Strong financial monitoring and reporting experience
- Experience working within planning, local government or a similar regulatory environment
- Excellent organisational skills with strong attention to detail
- Confident using IT systems, databases and Microsoft Office
- Ability to communicate effectively with developers, residents and internal stakeholders
The role:
You'll support the effective administration, monitoring and reporting of the Council's Planning Obligations, including Community Infrastructure Levy (CIL) and Section 106 Agreements. The role involves monitoring contributions, ensuring compliance with legislation, preparing financial returns, supporting infrastructure funding projects and working closely with Finance, Legal Services, Planning colleagues and external stakeholders.
Key accountabilities:
- Monitor CIL and Section 106 income and expenditure
- Validate CIL documentation and issue notices and invoices
- Monitor development commencements and ensure compliance
- Maintain accurate financial records and audit trails
- Produce management reports and statutory financial returns
- Support the Greenwich Neighbourhood Growth Fund process
- Respond to FOI requests, complaints and Member enquiries
- Provide advice on planning obligations and relevant legislation
- Liaise with developers, consultants, finance teams and legal services
- Contribute to improving systems and processes
Requirements/key criteria:
- Knowledge of Community Infrastructure Levy (CIL) and Section 106 processes
- Experience of financial administration, monitoring and reporting
- Ability to interpret legislation, policies and legal agreements
- Strong analytical and problem-solving skills
- Excellent written and verbal communication
- Ability to manage competing priorities and meet deadlines
- Experience working within a local authority is desirable
- Knowledge of planning legislation is advantageous
