The role:
We are seeking a robust and experienced Transformation and Change Programme Manager to provide highly skilled and adaptable expertise to the Council\’s transformation, change and programme management function, and have responsibility for driving the programme, ensuring alignment with strategic priorities. You will collaborate with senior leadership to drive and successfully deliver major change programmes across the organisation.
Responsible for managing staff within the department, including temporary project managers, contractors, and staff from the council and partner organisations, you will ensure coordinated, consistent performance and adherence to standards by working within corporate governance and programme management frameworks to successfully deliver programmes and projects on time, within budget, and to quality standards—resolving issues and taking corrective action as needed.
Key responsibilities:
Report directly to the Head of Transformation and Change PMO and manages project teams, resources, and skills efficiently with minimal supervision.
Handle complex problems independently, offering creative solutions or recommendations
Work with senior leaders to drive the Council’s change programme and ensure quality delivery on time and budget.
Lead stakeholder management and communication across projects and programmes
Contribute significantly to the Programme function by developing and enforcing programme governance, providing guidance, ensuring compliance and continuous improvement
Maintain strong relationships with key internal and external stakeholders to support programme success
Design and lead projects solving complex policy or organisational challenges aligned with Council priorities
Oversee project teams, ensuring thorough reporting and performance monitoring
Manage consultation with service users and represents the Council at events
Identify and resolve risks, reporting them to relevant boards or groups
Understand and manage programme interdependencies in line with local and national policies
Prepares and presents reports to boards within the transformation programme
Maintains audit trails and ensures financial accountability per Council regulations
Provide professional advice to members, officers, partners, and the public
What the client is looking for:
NQF Level 6/Degree, postgraduate qualifications, or equivalent level or professional qualification in a relevant discipline
Project Management qualification e.g. PRINCE 2, MSP or significant programme and project management experience amounting to 5 years
Ability to demonstrate knowledge and understanding of the duties and responsibilities that underpin the Council’s Transformation Programme
Ability to successfully initiate and manage programmes and projects through to completion, including the development and introduction of new initiatives, inclusive planning, risk management, and establishing clear end points with measurable outcomes
Ability to conduct business analysis, process reviews, and change management
Ability to collaborate effectively with colleagues and partners across various departments
Ability to understand relevant government policies, legislation, and organisational leadership frameworks
Ability to carry out working practices, procedures and basic operations across the early years and educational sectors and Programme Management
Ability to oversee budgets and contribute to corporate savings
Ability to analyse and communicate complex information from multiple sources
At least 5 years senior management experience in a large public service organisation, with 3 years’ experience in change management and project/programme management
