This opening assignment is for 3 months at Guildhall, Shrewsbury, SY2 6ND. Hybrid ideally 2-3 days in the office; fully remote may be available.

Basic DBS essential. Candidates must be available for immediate start. Driving License and ability to pass DVLA check required.

To be considered for this role you must possess the following:

  • Strong knowledge of Council Tax Regulation
  • Experience of National Non-Domestic Rates (i.e. Business Rates)

The role:

In this role, you will provide an efficient and effective Council Tax and NNDR service to the council. You’ll support the management and delivery of an effective Revenue collection service covering Council Tax, Business Rates and other income streams. Duties include processing enquiries, assessing liability, negotiating payment arrangements, managing recovery actions, maintaining accurate records and ensuring compliance with legislation and council policy.

Key accountabilities and requirements:

  • Maintain a thorough and up to date knowledge of all legal requirements pertaining to local revenue matters
  • Develop service specifications, business plans and annual work programmes, translating service priorities into plans and outcomes
  • Develop, maintain and monitor Service Level Agreements
  • Ensure the accurate Annual Billing of Council Tax and NNDR
  • Ensure all staff are appropriately trained and understand their role
  • Promote and encourage effective debt management and recovery policies
  • Ensure that all Council Tax and NNDR bills are pursued in accordance with legislation
  • Maintenance of all statistical records and data
  • Provide management with reports and information on Council Tax and NNDR debts
  • Lead and manage the staff development programme for Team Managers
  • Recommend debt write-off schedules
  • Deputise for the Revenues and Benefits Service Manager at meetings and events

Knowledge requirements:

  • Deep understanding of Council Tax billing and NNDR, collection and debt management
