Role Summary
The postholder will be responsible for the provision of professional regulatory advice and guidance, including enforcing a range of legislation with respect to Trading Standards including fair trading, civil advice, metrology, product safety, doorstep crime, age restricted sales, intellectual property and tobacco control.
The post holder will undertake and deliver a range of interventions within the framework of the specific legislation such as investigate offences, inspections and advisory visits, promotional activities, issue legal notices and prepare prosecution files and take legal action where appropriate.
Qualifications
Possession of, or working towards, the Diploma in Consumer Affairs and Trading Standards (including Metrology module) or equivalent, along with practical experience in the work of trading standards, including the weights and measures qualifications.
Need to be able to travel the whole of Rotherham and will need a full driving licence and have access to a pool car.
Skills & Experience required
- Experience of working in a local authority or other agency enforcement or regulation service including provision of regulatory advice and guidance to the public representing the employer at Court and with other bodies, organisations and individuals in relation to Trading Standards statutory functions.
- Practical knowledge and experience of the legislative frameworks, key issues and working practices relevant to Trading Standards including fair trading, civil advice, metrology, product safety, doorstep crime, age restricted sales, intellectual property and tobacco control.
- Experience of investigating offences, issuing legal notices, proceedings and preparing prosecution files, including experience of representing the Council (or other employer) in Court in relation to Trading Standards and public health issues.
- Experience of monitoring performance, prioritising work, and ensuring deadlines and targets are met.
- Experience of successfully managing projects from initiation through to completion, including the development and introduction of new initiatives.
Key Responsibilities
- Provide technical and professional advice to the service and its customers.
- Lead/facilitate other staff to ensure effective service delivery and delivery of projects, including training, planning and allocating work, checking work is done to time and quality and carrying out on-job training.
- Carry out research, monitoring of data and reviews of local and national policy and best practice.
- Monitor the performance of the service ensuring that performance and quality standards are maintained in line with the service’s performance management framework and service and corporate plan objectives.
- Produce action plans and work programmes and assist in the development and implementation of policies, procedures and marketing strategies.
- Present formal and informal reports to all levels of management and Elected Members, including recommendations for improvement or future action.
