The role:
We are seeking a motivated and professional Property Surveyor to join the Land & Property Team.
This is a fantastic opportunity to make a real impact on the Council’s property portfolio and strategic asset management, supporting regeneration and growth across the district.
You will play a key role in the management of the Council’s commercial property portfolio, the acquisition and disposal of land and property interests, and act as the Council’s nominated property valuer. You will also support the Council’s self-build initiatives by helping to identify and resolve site constraints and assist in coordinating teams and project work related to property matters.
Working closely with the Land & Property Team Leader and Service Manager, you will contribute to the delivery of the Council’s Asset Management Strategy, provide valuation and estate management expertise, and represent the service at meetings as required.
Key Responsibilities:
Assist in the strategic management of the Council’s land and property portfolio
Prepare, undertake, and manage disposals and acquisitions, including under compulsory purchase powers
Provide professional valuation advice including Right to Buy and other statutory valuations
Negotiate leases, licences, easements, wayleaves and other property-related agreements
Identify and deliver initiatives to generate capital receipts and revenue income
Develop strong working relationships with partners, tenants, agents and stakeholders
Represent the Council in meetings and liaise with Members, including attending Cabinet when required
Oversee external consultants and contractors and ensure performance targets are met
Support project delivery and cross-service collaboration across the Council
Maintain professional CPD and uphold RICS standards
What the client is looking for:
A degree qualification in Estate Management (or equivalent subject)
Full membership of the Royal Institute of Chartered Surveyors (Valuation or Commercial Property Faculty) or willing to work towards
Experience in estate management
Experience of undertaking valuations of industrial, commercial and residential land and property
Experience of negotiating land sales, purchases, wayleaves, licences, leases, etc
Experience of managing a mixed commercial property portfolio
Experience in Asset Management and of implementing an Asset Management Plan
Possession of IOSH or equivalent Health and Safety qualification or willingness and ability to work towards
Good negotiation skills
Good communication skills, both oral and written
Be able to monitor and report performance
Be willing to work out of normal office hours when required
Be prepared to support the work of other teams in the service and contribute to corporate activities
Must have a full driving licence and have access to personal motorised transport
