The Role

We are supporting a major public sector organisation to recruit an experienced Finance / Recharging Manager to provide high quality corporate finance services across planning, in year management, investment appraisal, governance, project accounting and financial reporting.

A key part of this role involves leading the development and delivery of recharging models for digital services, ensuring accurate financial MI, robust reconciliation processes and effective billing to customer organisations.

You will work in a complex, fast paced environment, supporting senior decision making, strengthening financial governance, and ensuring financial controls and reporting remain accurate, compliant and audit ready.

Key Responsibilities

  • Deliver long term planning submissions and annual budgeting cycles, including financial modelling and scenario options.
  • Lead in year financial management, coordinating monthly budget submissions, forecasts and commentary packs.
  • Ensure robust financial reporting, including accurate project accounting, asset and inventory reconciliation, and audit ready documentation.
  • Review business cases, investment appraisals and financial returns, contributing to continuous improvement of financial processes.
  • Maintain strong financial governance and control frameworks, ensuring compliance, value for money and affordability scrutiny.
  • Develop and maintain cost models to support industry bid evaluation and financial approvals.
  • Lead the development and refinement of recharging models for digital services, producing clear guidance and validated financial MI.
  • Coordinate indirect billing processes, monthly reconciliations and input into consolidated forecast reviews.

You Will Need (Essential Requirements)

  • Recognised professional financial qualification (or working towards): ICAEW, CIMA, ACCA, CIPFA or AAT/technician level.
  • Strong understanding of Government Finance principles.
  • Expertise in financial planning, forecasting and in year financial management.
  • Experience with investment appraisals and business case review.
  • Charging / billing experience, ideally within a complex organisation.
  • Strong financial governance, compliance and control capability.
  • Background in Central Government/Defence or other highly regulated public sector environments.
  • Knowledge of CP&F systems.
  • Experience contributing to financial process improvement or digital service charging models.
  • Strong stakeholder engagement skills, including working with senior leaders.
  • Understanding of organisational strategy, governance and operating context.
