Our Client is looking for a Property Compliance Manager to lead our property compliance function, ensuring our homes remain safe, compliant, and fit for purpose for our residents.
This is a key leadership role where you will shape compliance strategy, lead a high‑performing team and ensure that the Client meets its statutory landlord responsibilities across a diverse housing portfolio.
About the Role
As Property Compliance Manager, you will provide strategic and operational leadership for landlord health and safety compliance.
Working closely with internal teams, contractors and external stakeholders, you will ensure that the Council's compliance programmes meet all legislative and regulatory requirements while driving continuous improvement.
You will manage a team of seven compliance professionals, developing a positive, high‑performing culture focused on delivering excellent services for residents.
Key Responsibilities
- Develop, implement and regularly review landlord compliance strategies, policies and procedures in line with legislation and industry best practice.
- Lead, motivate and develop a team of seven direct reports through effective supervision, performance management, coaching and training.
- Ensure robust compliance across key workstreams including fire safety, asbestos management, water hygiene (Legionella) and other statutory landlord compliance areas.
- Establish and maintain effective compliance management systems, providing regular performance reporting to senior management.
- Lead the management of remedial works programmes, ensuring compliance issues are identified, recorded, prioritised and resolved promptly.
- Develop and implement audit and assurance programmes that promote continuous improvement and demonstrate regulatory compliance.
- Procure, manage and monitor specialist consultants and contractors, ensuring high standards of performance, value for money and compliance with Council procurement and financial procedures.
- Provide expert advice and guidance on building safety and property compliance across the Council.
- Promote equality, diversity and inclusion in all aspects of service delivery and team leadership.
- Participate in the out‑of‑hours emergency repairs service as the on‑call escalation manager on a rotational basis.
- Travel regularly between Council sites and housing locations across Cambridge.
About You
We're looking for an experienced compliance professional with strong technical expertise and the ability to inspire and lead others.
Essential Experience
- At least three years' experience managing landlord health and safety compliance within a housing organisation or similar environment.
- Experience managing compliance across multiple disciplines, including asbestos, fire safety and/or Legionella.
- Proven leadership and people management experience.
- Strong contractor and contract management experience.
- Excellent analytical, organisational and decision‑making skills.
- Outstanding communication and stakeholder management abilities.
- A collaborative approach with high personal integrity.
Essential Qualifications
- HNC (or equivalent professional qualification) in Building Surveying or a related discipline, supported by relevant construction industry experience.
- NEBOSH qualification or recognised landlord compliance qualification.
- GCSE (or equivalent) English and Mathematics.
Desirable Qualifications
- Degree in a relevant discipline.
- P405 Management of Asbestos in Buildings (or equivalent Level 4 qualification).
- Level 4 Fire Safety qualification.
- Level 4 VRQ Diploma in Asset and Building Management Compliance.
- Knowledge and Skills
You’ll have
- Excellent knowledge of landlord compliance legislation and regulatory requirements.
- Strong understanding of building safety, risk management and statutory compliance.
- Knowledge of fire safety legislation, fire risk assessments and compliance works.
- Experience of procurement and contract management.
- Understanding of the Construction (Design and Management) Regulations (CDM).
- Excellent planning, prioritisation and organisational skills.
- The ability to build effective working relationships with colleagues, contractors, regulators and residents.
- Additional Requirements
- Enhanced DBS clearance.
- Full UK driving licence.
- Ability to drive Council vehicles.
- Access to your own vehicle insured for business use.
- Willingness to travel regularly across Cambridge.
- Participation in the emergency out‑of‑hours call‑out rota.
