TristoneNash are supporting a large housing provider in their search for a Retrofit Programme Manager to lead the delivery of a large-scale retrofit programme that supports the net zero ambitions and improves the energy performance of their homes. You will take ownership of programme delivery from contractor mobilisation through construction and handover, ensuring projects are delivered safely, efficiently and in line with PAS 2035 retrofit standards.
- Lead the delivery of a large-scale retrofit programme, ensuring projects are completed to the highest quality, safety and compliance standards.
- Oversee all construction activities within the programme, ensuring effective cost control, risk management and minimal disruption to residents.
- Develop and implement effective programme governance, systems and processes across retrofit delivery.
- Manage contractor and consultant performance through KPIs, audits and regular reviews, addressing underperformance where necessary.
- Ensure full compliance with all statutory, regulatory and legislative requirements, including PAS 2035 and relevant building and M&E regulations.
- Collaborate with internal teams, consultants and contractors to review retrofit designs and ensure compliance with British Standards and best practice.
- Oversee programme reporting, providing accurate data on progress, risks, financial performance and customer outcomes to senior leadership and funding providers.
- Build strong relationships with internal departments and external partners to ensure integrated project delivery.
- Lead and support operational teams, fostering a culture of accountability, collaboration and continuous improvement.
Leadership Responsibilities:

Experience required:
- Proven experience in Retrofit Delivery.
- Experience leading multidisciplinary teams across large geographic areas.
- Experience managing complex construction or retrofit contracts within a large organisation or housing association.
- Strong knowledge of relevant building regulations, codes of practice and PAS standards including PAS 2035, PAS 2030 and PAS 63100.
- Professional membership of a recognised body such as RICS, CIOB or CIBSE.
- Health and Safety qualification such as IOSH or NEBOSH.
- Demonstrable experience delivering large-scale programmes and managing contractor performance.
- Strong analytical skills and the ability to use performance data to drive improvement.
- Excellent stakeholder management and communication skills.
