Role Summary

We're looking for an exceptional Lead PMO to support a government financial transformation programme by establishing and maintaining effective governance across complex programmes and portfolios, connecting strategy, planning, financial management, risk, dependencies and delivery performance. You'll provide clear insight and assurance to delivery teams, senior stakeholders and leadership, using strong organisational, commercial, communication and influencing skills to bring structure, offer constructive challenge, identify emerging issues and turn complex information into actionable insight while promoting transparency, accountability and continuous improvement.

Key Responsibilities:

  • Lead the PMO across complex programmes and portfolios, establishing proportionate governance, controls, processes and reporting.
  • Provide clear portfolio-level insight into progress, milestones, dependencies, risks, issues, finances, resources and delivery performance.
  • Develop and maintain integrated plans, roadmaps and schedules aligned with programme priorities and wider business objectives.
  • Run effective governance forums and prepare concise dashboards, papers and decision materials for senior stakeholders.
  • Manage portfolio risks, issues, assumptions, dependencies, actions and decisions, ensuring timely escalation and resolution.
  • Provide constructive challenge and assurance to keep delivery aligned with agreed scope, timelines, budgets and outcomes.
  • Support financial, resource and capacity planning, including budgeting, forecasting, expenditure tracking and prioritisation.
  • Facilitate communication across delivery teams, stakeholders, suppliers and leadership, ensuring information supports effective decisions.
  • Mobilise programmes and continuously improve PMO tools, processes and ways of working to strengthen transparency, efficiency and delivery confidence.
  • Support commercial governance, procurement, supplier management, stage gates and assurance activities where required.

Skills and Experience:

  • Extensive experience leading or improving PMO, programme or portfolio functions across complex transformation or technology environments, with strong knowledge of governance frameworks, assurance, stage gates and delivery methodologies.
  • Proven ability to develop integrated plans, roadmaps, dashboards and management information, while managing portfolio-level risks, issues, assumptions, dependencies and actions.
  • Confident working with senior stakeholders, providing clear insight, constructive challenge and recommendations to support effective decision-making.
  • Strong financial, commercial and resource management skills, including budgeting, forecasting, cost tracking, capacity planning, procurement and supplier considerations.
  • Excellent analytical, organisational, facilitation and communication skills, with experience introducing proportionate PMO tools, processes and ways of working that improve transparency and delivery performance.

Qualifications & Certifications:

  • A degree or equivalent qualification related to the area you work in - Desirable.
  • Relevant project, programme or PMO qualification such as APM, PRINCE2, MSP, MoP or equivalent - Desirable.
  • You must be SC clearable. Due to the nature of this position, you must have been resident in the UK for a minimum of 5 years and have the right to work in the UK.
