Overview

Our Environmental and Infrastructure Sector delivers comprehensive environmental solutions to meet the full project lifecycle needs of clients in renewable energy, oil & gas, transportation, and manufacturing industries. With one of the largest multimedia air and land permitting and compliance teams in the country, we support client success in manufacturing and industry, liquids delivery and processing, natural gas storage and delivery, power generation and delivery, and transportation projects. TRC is seeking a Connecticut Regulatory Permitting Specialist / Project Manager to join our Planning, Permitting, and Licensing practice in Southern New England. The successful candidate will be enthusiastic about their work, driven by intellectual curiosity, and strive to work collaboratively to best serve our clients and help create the future of our communities in meaningful and sustainable ways. The ideal candidate would be a project manager with expertise in regulatory permitting of transportation and/or energy generation and transmission projects in Connecticut. Successful candidate to support TRC’s Windsor, CT office and ideally a resident of Connecticut. Possibility for this position to be based in one of TRC’s other Southern New England office locations.

Responsibilities

  • Lead and participate in regulatory permitting for a wide variety of projects, primarily transportation or energy-related (electric transmission, gas pipelines, renewable energy [wind/solar]).
  • Manage projects and tasks on a variety of environmental resource projects, focusing on permitting at the federal, state, and local level.
  • Prepare permit applications, scientific reports, and environmental impact assessments.
  • Attend and actively support our clients in agency meetings, public hearings, stakeholder meetings, and other public meetings or presentations.
  • Permitting through CT DEEP, local permitting (e.g., inland wetlands and watercourses), CT Siting Council submittals and representation, NEPA reviews, federal Clean Water Act and related permitting (Sections 404, 10, 408), federal or state Section 401 Water Quality Certification, and socioeconomic and/or Environmental Justice analysis.
  • Advance permitting projects subject to other state regulatory programs.
  • Abide by Company policies and procedures.
  • Other duties and special projects as assigned.

Qualifications

  • Minimum qualifications include a bachelor's degree in environmental science/engineering, environmental/transportation planning, environmental policy, natural resources, or related field, and 5+ years of post-degree experience.
  • Strong ability to prioritize, organize, and perform multiple work assignments simultaneously.
  • Knowledge of and ability to apply environmental compliance and permitting regulations of applicable regulatory agencies, including USACE, CT DEEP, other state and federal agencies, and local boards and commissions.
  • Excellent verbal and written communication and technical communication skills are mandatory.
  • Ability to effectively direct and support other technical staff, interact with clients, stakeholders, and contractors, and manage budgets, invoicing, accounts receivable, schedules, and subcontractors, and support proposals and cost estimates.
  • Ability to support the team with the generation of new business development opportunities, preparing winning proposals, and client relationship management.
  • Ability to maintain a positive attitude working under aggressive schedules.
  • Ability to manage teams of scientists performing field surveys and data collection and coordinating the work of other team members.
  • The ability to prepare clear and concise reports, procedures, correspondence, and other written materials is also required.

PREFERRED QUALIFICATIONS:

  • Master’s degree in a relevant field.
  • Previous project and/or staff management experience.
  • AICP, PWS, or other professional licenses or certifications.
  • Experience with Massachusetts, New York, or other northeastern state permitting and regulatory programs.
  • Experience with sustainability and climate adaptation and resiliency planning.

Paid time off contingent upon full time or part time status and level of seniority (ranging from 15 to 25 days per year). All full-time employees enjoy a minimum of 8 Paid Holidays per year. Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
