Description: As Resource & Scheduling Manager, you will be responsible for the day‑to‑day management of our coordination teams and scheduling of works received from Scotrail throughout Scotland. As part of this hands‑on role, you will also work alongside the Contract Manager and Control Operations Manager ensuring our contract obligations are fulfilled. You will also be responsible for the day‑to‑day coordination operations, recruitment, and training in Scotland along with scheduling/building of works received from Scotrail.

Key Responsibilities

  • Strategic Leadership
    • Manage the day‑to‑day running of the coordination teams in Scotland.
    • Oversee blockades and take ownership of operational delivery on the ground, acting as the key point of contact for the TOC.
    • Build and maintain strong relationships with TOCs, Contract Managers, and external Rail Replacement (RR) partners.
    • Attend and contribute to regular meetings with TOCs, Contract Managers, and external RR stakeholders to support future planning.
    • Liaise with external RR Operations Managers to ensure effective cooperation and planning.
    • Lead people and performance management, including recruitment, onboarding, and development of staff.
    • Promote employee engagement and wellbeing within the team.
    • Drive leadership, communication, and continuous process improvement across operations.
  • Governance & Compliance
    • Lead and promote a positive Health & Safety culture, including risk assessments and ensuring corrective actions are completed.
    • Ensure compliance through on‑site visits, monitoring standards and safe working practices.
    • Vet applications for suitability, including Right to Work checks in line with current legislation.
    • Ensure all new starters are trained to company standards and remain compliant.
    • Monitor current legislation relating to rail replacement operations and ensure adherence.
    • Investigate coordination complaints and respond to TOCs in line with expectations.
    • Ensure PPE, uniform issuance, and stock management are compliant with company standards.
  • Operational Excellence
    • Ensure pre‑planned scheduled bids are created accurately and in a timely manner.
    • Deliver all TOC coordination requirements while managing travel and accommodation costs within budget.
    • Generate reports for the Contract Manager and TOCs.
    • Travel across the business to support major TOC events and operational delivery.
    • Upload rosters and allocate resources effectively.
    • Monitor training plans, identify gaps, and implement improvements through regular reviews and site visits.
    • Handle recruitment processes, including managing vacancies, responding to applications, and coordinating hiring activity.
    • Ensure efficient IT system use to support operations and reporting.
    • Carry out additional duties as required to support business needs.

Skills, Knowledge and Expertise Required

  • Knowledge & Experience
    • Transport industry knowledge (desirable).
    • Proven experience in leading and managing teams.
    • Management or supervisory experience (desirable).
    • Competent in using relevant systems, tools, and software.
    • Experience in managing Health & Safety compliance and safe working practices within daily operations.
    • Understanding of Key Performance Indicators (KPIs) and how to drive team performance.
    • Ability to interpret data and use insights to inform decision‑making.
    • Advanced proficiency in MS Office, particularly Excel and Power BI.
