Manchester Full-Time On-site
Transport for the North

Transport for the North (TfN) was established in 2018 and provides pan-Northern strategic leadership for transport across the North of England.

TfN brings together the North's 11 combined authorities, political leaders, businesses and delivery partners, working closely with government, Network Rail and National Highways. Collaboration is central to our role, enabling us to bring the North together around shared strategic transport ambitions.

As the region continues to evolve, so too must the organisations that serve it. TfN is continuing to reset and renew its offer in response to a rapidly changing landscape, supporting the transition towards a more devolved, locally led transport environment. This marks a new chapter for TfN as we become a more agile and responsive organisation, shaped by the needs of our Board, members and partners.

We are working closely with the North's mayors, leaders and partners to understand their priorities and bring them together around shared ambitions for the region. Alongside this, we continue to work with our Board, constituent authorities and the Department for Transport (DfT) to shape TfN's future role and ensure alignment with the North's long-term priorities, supporting sustainable economic growth across the region.

By providing a pan-Northern perspective, TfN plays a vital role in supporting collaboration, aligning priorities and delivering the data and insight needed to progress shared transport ambitions.

Role overview:

Transport Analysis, Modelling and Economics (TAME) team at Transport for the North brings together analysts, modellers and advisors to turn data into insights to help our Board make decisions, secure investment, and deliver for their communities and businesses. By showing the potential for transport schemes to unlock growth, this improves the chances of securing funding and gives elected leaders and mayors the evidence to support decisions for their areas. Through the TfN Offer, our analysts and technical experts provide tailored support and access to our Analytical Framework - helping partners develop the right insight and apply it to their plans, strategies and business cases.

As a Transport Economist in the TAME team, you will be responsible for providing economic analysis and insight to support the North's combined and strategic authorities with the development of transport policies/strategies, as well as business cases for transport investment. You will also support combined/strategic authorities with the development of business cases for urban regeneration, residential or commercial development, or other spatial development schemes, aligned to their Local Growth Plans/ economic development strategies.

Alongside this, you will also support combined/strategic authorities in the North with the development and implementation of monitoring and evaluation plans for Local Transport Plans (LTPs) and proposed transport schemes.

In addition, you will ensure effective processes are put in place to monitor and evaluate the impacts of the analytical support provided by TfN to combined/strategic authorities in the North (TfN Offer).

What we're looking for:

The successful candidate will provide economic analysis and insights as well as support with monitoring and evaluation to assist combined and strategic authorities with the development of strategies, plans and business cases for investment. They will also support the wider activity of the Transport Analysis, Modelling and Economics team. You will have strong quantitative analysis skills and a background in delivering economic analysis, modelling, and appraisal, as well as knowledge and experience of delivering monitoring and evaluation. Experience of delivering economic analysis in the transport sector and delivering monitoring and evaluation in the transport sector is desirable, but not essential.

Alongside your skills and experience in economic analysis and monitoring and evaluation, you will have strong communication skills and the ability to build effective relationships with colleagues and external stakeholders. You will be confident in using these skills to ensure collaboration, consistency, and the implementation of best practice in the approach to economic analysis and monitoring and evaluation across TfN.

Candidates must possess a degree in a relevant subject or have equivalent experience.

In return, as well as a competitive salary, our other benefits include:

  • 28 days holiday per annum (Pro-Rata for part time employees)
  • Access to the local government pension scheme
  • Access to various salary sacrifice benefits, including Travel Pass purchase scheme.
  • Access to TfN's Flexi-Time Scheme, allowing accrual of up to 18 additional days leave per year
