The North Midlands and Black Country Procurement Group (NMBC) is comprised of several NHS Trusts and is responsible for the Strategic and Operational Procurement for these organizations. The NMBC manages and controls expenditure in excess of £600 million across the Midlands and Black Country health economies.
This post sits in the Non-Clinical Procurement team, primarily based at the Manor Hospital site, reporting to the Deputy Director of Procurement. The role is directly responsible for a portfolio of contracts and managing, supporting, and guiding the work of 2 staff based at the Manor Hospital site.

Main duties of the job
We offer partial working from home (2 days p/week) as part of the role.
The Trust offers 27 days annual leave on appointment, 29 days after 5 years\’ service, and 33 days after 10 years\’ service.
The Senior Strategic Procurement Manager will be a vital member of the NMBC Senior Management team, managing a portfolio of non-clinical contracts and providing strong and effective management, support, and direction to a team of 2 staff.
This role is integral in supporting the delivery of strategic objectives, exploring and delivering collaborative medical and clinical opportunities, and contributing to savings targets.
The role will support the local Procurement strategy, maximize value for money, minimize operational/commercial risk, and ensure compliance with EU Procurement Legislation, UK Law, and the Trust\’s Standing Financial Instructions.

Qualifications
- Member of the CIPS (Chartered Institute of Purchasing and Supply Level 6) or a BSC in Business/Procurement related subject
- Evidence of on-going professional training and a consistent personal development history.
Experience of Management of a Strategic Procurement Team
- Delivery of objectives and evidence/experience of appropriate team support, direction, and prioritization (ideally within public sector).
- Significant relevant senior Suppliers and Procurement experience.
Knowledge, Skills, Training and Experience
- A good understanding and experience of strategic sourcing
- Experience of providing Procurement Advice
- Experience in Leading Complex Procurements
- Experience of working with multiple stakeholders
- Detailed and up-to-date knowledge of EU/UK procurement directives and legislation.
- Excellent negotiation and financial adjudication skills required to manage complex high-value contracts.
- Ability to solve complex problems in an innovative way.
- Evaluation and management of clinical and non-clinical equipment selection processes.
- Contract and supplier management experience.
- Ability to analyze complex information and present it in a clear, comprehensive format.
- Able to work independently with little supervision.
- Able to communicate, lead, and develop/manage staff.
- Project management and leadership skills, with the ability to use initiative and work under pressure.
- Experience of eTendering Systems.
- Proven track record in achieving significant cash releasing savings.
